Your request relates to environmental information and will be processed in
accordance with the Environmental Information Regulations 2004.

Your request will now be considered and you will receive a response within
the statutory timescale of 20 working days as defined by the regulations,
subject to the information not being exempt or containing a reference to a
third party. In some circumstances Powys County Council may be unable to
achieve this deadline. If this is likely you will be informed and given a
revised time-scale at the earliest opportunity.

There may be a fee payable for the retrieval, collation and provision of
the information you request. If this is the case you will be informed and
the 20 working day timescale will be suspended until we receive payment
from you. If you choose not to make a payment then your request will
remain unanswered.

Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

The due date for responding to this request for information is December 9,

I write in connection with your request for information dated November 11,
2009 concerning details of discussions Powys County Council Planning
Officers have had with Tesco Stores plc, specifically how many such
meetings were held, and
a) whether Powys County Council expressed a view prior to the formal
application that the proposal was too large in scale and;
b) whether Powys County Council has negotiated with Tesco plc for a
downgrading of store size in the light of the NLP report.

I can advise that Powys County Council had not expressed a view prior to
the formal application that the proposal was too large in scale and
Powys County Council has not negotiated with Tesco plc for a downgrading
of store size in light of the NLP report. I can further add that no
meetings have taken place with Tesco or agents acting on their behalf,
since the submission of the planning application.

I can however confirm that a pre-application meeting was held between
Officers from Powys County Council and Tesco representatives (DPP) on the
23rd December 2008.

DPP introduced the proposed scheme and asked what information would be
required to be submitted with the planning application. The following
information was requested by Powys County Council*s Planning Services:

Retail Impact Assessment;
Transport Impact Assessment;
Ecology Assessment;
Noise Assessment;
Landscape Assessment;
Design and Access Statement;
Heritage Statement;
Archaeological Assessment;
Contaminated Land Assessment;
Flood Consequence Assessment;
Lighting Scheme and Light Management Scheme;
Sustainability Statement.

There are no recorded minutes of a pre application meeting held by the
Council.

To assist you with any further enquiries you may have in relation to this
