ALASDAIR MACLAUGHLIN, Lay Observer for Northern Ireland

Dear Ms Scott
Very many thanks for this message.
You may not need to make an FOI request, as my activities are essentially
open and transparent.  Please let me know what you wish to find out.
Please also have a look at my website (www.layobserverni.com) where you
can examine in detail what you might need.  Fundamentally, my work is
governed by two pieces of legislation.
These provide that I may investigate complaints made by clients of
solicitors, provided that they have first referred properly their
complaint to the solicitor and then successively to the Law Society - and
- having done so remain dissatisfied with the conclusion. I have no real
powers, although theoretically I can send a case to the Solicitors
Disciplinary Tribunal  - in practice, I take the view that the Law Society
should do this themselves, so in instances where I judge that it would be
appropriate to do so, I recommend the Law Society to do so.

I can also suggest and recommend actions to the Law Society in the course
of concluding an individual case.
I offer a confidential service to complainants, and so do not discuss or
disclose data about them.
I operate within the context of each case and also through an Annual
Report which is published on 31st May each year.  Formally, therefore, I
report by this means to the Lord Chief Justice, the Government and the
Council of the Law Society - and of course to the public. These Reports
give very full details on my activities, and my recommendations.
I hope that this, plus access to my website, will give you sufficient
detail.  If you need more specific information , please do let me know
With very good wishes
Alasdair MacLaughlin
