Can you please provide details of how you arrived at the decision to appoint the new franchise-ee/tenant for stonyholme golf club, as it is owned by the city a full and fair airing of the property should have been under-taken to achieve the best financial out-come for the ratepayers of carlisle.

It appears from our records a response was never issued to your Freedom of
Information request. Please accept my apologies for the delay and see
below the response to your request.

 

Following the closure of the Stoneyholme course in October 2018 the
Council sought impartial, professional advice from an experienced leisure
consultancy on the future options for the facilities, this advice included
an assessment of the potential market interest in the site.  The response
received strongly suggested that a re-tender of the management contract
would not offer good value to the Council and would likely result in a
fruitless exercise given the budget available. The consultant undertook
soft market testing and reviewed the current interest in other golf
courses previously operated by Mack Golf. The consultant recommended that
a short term lease for the facilities may offer the only viable short term
option for future operation of the course.  At the point of seeking a
decision on the future of the course only one interested party had come
forward with proposals for a lease and these were thoroughly reviewed. The
Council's Executive considered its position in the light of this review
and single proposal on the 11th of March and chose to move forward with a
new operator in order to keep the facility open.

   

 

The supply of information in response to a freedom of information request
