National Citizen Service — New Outsourced Contact Centre Procurement.
The details we require are:
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual contract values of each framework/contract (& any sub lots)
• Start date & duration of framework
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

Dear Laura,
Thank you for your further response. The current provider was selected via
an Open OJEU procurement process (Notice number 2016/S115-204273)
advertised on 16/06/2016 with a closing date for EOI's of 14/07/2016. The
procurement was held by NCS Trust C.I.C. the company who previously had
responsibility for the National Citizen Service programme, prior to this
responsibility (and the majority of its assets, including this contract)
transferring to "us", the National Citizen Service Trust - a Royal Charter
body.
Presumably you would like us to review your FOI request in relation to the
above procurement by NCS Trust C.I.C? We should be grateful if you could
confirm yes/no so that we can start working on this response in due
course.

freedom of information inbox at the National Citizen Service Trust (‘NCS
Trust’):

To enable NCS Trust to deal with the above request in the most efficient
manner, we asked a few further clarification questions by email on 29
August 2019 to ascertain which procurement you were interested in
receiving further details about because we were not aware of any recent
contact centre procurements run by NCS Trust. You responded on 2
September 2019 with the following information: Thank you for getting back
to me, I am looking at the tender which you have a supplier working with
you now. I am looking for the information relating to your currently
supplied work. .
The above response has allowed us to narrow the scope of your questions to
those in relation to NCS Trust C.I.C’s 2016 procurement of a provider of
call centre services who was selected via an Open OJEU procurement process
(Notice number 2016/S115-204273) advertised on 16/06/2016 with a closing
date for EOI's of 14/07/2016. (the “Procurement”). In a further email
exchange on 2 September 2019, you confirmed that the Procurement was the
procurement to which your Freedom of Information request (“FOI Request”)
relates.
The Procurement was held by NCS Trust C.I.C. a separate company to NCS
Trust. NCS Trust C.I.C. previously had responsibility for delivering the
National Citizen Service programme prior to 1 December 2018. On 1 December
2018 responsibility for the National Citizen Service Programme and most of
NCS Trust C.I.C’s assets (including the contract signed as a result of the
Procurement) transferred to the NCS Trust. NCS Trust C.I.C. is not and was
not subject to the Freedom of Information Act 2000 (“FOIA”).
Responding to your FOI Request
From an FOI Request perspective, we consider that you have asked the
following questions which we have answered below in respect of NCS Trust:

Answer
As explained above, the Procurement was carried out by NCS Trust C.I.C a
separate company to NCS Trust (to whom you have made your FOI request).
For this reason, NCS Trust does not hold the information to which your FOI
Request relates.
Next Steps
We hope that the above response is clear. The deadline to respond to a FOI
Request is usually 20 working days following the date that the request is
received unless an extension is used in line with FOIA. We have responded
to your query within this 20 working day period.

If your complaint is upheld you will be notified of what action will be
taken. If the complaint is not upheld you will be given a reason for the
decision. If NCS Trust does not deal with your complaint to your
