Dear Ms Butcher,

Re: Freedom of Information Request - Temporary staffing within Revenues &
Benefits Ref: CEX/8DNKCG

I refer to your request for information received by email on 28 January
2011, and has been considered under the provisions of the Freedom of
Information Act 2000 (FoIA).

I set out below your five requests for information and the Council***s
response to these requests.

1. How you procure for temporary Revenues & Benefits
contractors/agency staff.

The Council currently procures temporary agency staff through Manchester
Temps. Manchester Temps is the single source for temporary recruitment to
any administrative, clerical and secretarial role within the Council.

2. If by your own framework, please tell me:
a. The titles and content of the relevant frameworks
b. Who is on the current frameworks
c. The start and end dates of the frameworks
d. Any possible extension periods to the frameworks
e. The name and contact email of person responsible for the
frameworks.

Manchester Temps do not work to a framework agreement. Temporary staff
work to the agencies terms and conditions, which they sign when they
register with the agency.

3. Current suppliers of agency/contract staff within Revenues &
Benefits.

As stated under part 1 of your FOIA request, Manchester Temps is the
single source for temporary recruitment to any administrative, clerical
and secretarial role within the Council.

4. Current number of agency/contract staff within Revenues &
Benefits and job titles.

At present I can advise that within the Revenues and Benefits Team, there
is no agency or contract staff.

5. Total spend on agency/contract staff in 2010 within Revenues &
Benefits and breakdown per supplier.

With regard to the total spend on agency/ contract staff within Revenues
and Benefits during 2010; I can advise that the total amount charged for
temporary agency staff was **18,644.47 who were commissioned via
Manchester Temps.

If you are not satisfied with this response you may ask for an internal
review. If you wish to complain you should contact me in the first
instance. If you are not content with the outcome of the internal review,
you have the right to apply directly to the Information Commissioner for a
decision.
