Temporary Spending by School

Roedd y cais yn llwyddiannus.

Dear Coventry City Council,

I am interested in the amounts paid by each school in
Coventry City Council to third parties in relation to temporary staffing cover. My hope is to receive an electronic breakdown of amounts paid through the department's purchase ledger by school.

1. I would like the information in electronic format. This should avoid any printing cost issues.
2. In order to avoid your having to collate information from peripheral systems, I am willing to accept information only from your main system (I would like you to advise which system this is. By main system I mean the system that handles the largest part of the department's expenditure. If supplier payments are made through separate systems, then I would like you to choose the main system for each.
3. The information I require for each school is: School Name; Supplier name and total amount paid.
4. I would like the information to cover the year 2008/9. I will accept 2007/8 figures if this is not possible.

Yours faithfully,

Leanne Turner

Coventry City Council

Dear Ms Turner

Your request of 12 February 2010 has now been considered under the Freedom of Information Act 2000. My reasonable enquiries have included a review of all aspects of your request and these are responded to in the attached file, detailing for each school expenditure on temporary staffing cover for 2008/09. This excludes the cost of staff employed directly by the school to cover temporarily.

The data is from the schools' own financial systems (SIMs) as they pay invoices themselves and so we do not hold any information regarding individual suppliers. This is held at each school.

We have estimated that to locate, identify and retrieve the exact information requested would involve a compliance cost in excess of the specified limit. This has been calculated in accordance with the Fees Regulations (SI 2004/3244 Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations) made under Section 12 (5) of the Act. For information, these Fees Regulations allow for a refusal to be made where the cost of compliance, for local authorities such as the Council, would exceed £450.

This limit is calculated at a rate of £25 per hour of staff time taken to:

- Determine if the Council holds the requested information;
- Locate the information or a document that contains the information;
- Retrieve the information or a document that contains the information; and
- Extract the information from a document containing it.

In addition, the Council may consider any disbursements incurred. These are the costs incurred in:
- Complying with the request for information in a specific format (e.g. summary, inspection, etc);
- Reproducing any document; and
- Postage and other forms of transmission e.g. fax.

It is estimated that it would take more than 18 hours work at the above rate to undertake the location, retrieval and extraction of the requested information. On this basis, the Council will not be complying with your request for information in this instance.

Please note that the information is owned by the City Council and subject to copyright protection. Under the Re-Use of Public Sector Information 2005 Regulations you are free to use this information for your own use or for the purposes of news reporting. However, any other type of re-use under the Regulations, for example, publication of the information or circulation to the public, will require permission of the copyright owner and may be subject to terms and conditions. if you wish to reuse the information you have requested or have any other issues relating to this request, please do not hesitate to contact me.

You have a right to make a complaint about the handling of your request, and you also have a right to make an appeal about the outcome of your request - in the first instance to the Council's Governance Team at:-
