Thank you for your request for information. In answer to your enquiry I can
provide the following response on behalf of East Dunbartonshire Council:

All Primary Head Teachers were consulted at a Head Teacher meeting
following the Parent Consultation. Head Teachers were asked to speak with
staff regarding the consultation change. The statistics were then gathered
from Head Teachers in locality groups. A copy of this report with the data
included was sent to Elected Members through the Education Committee on 6
December 2018. The report was approved by Elected members at the Committee
in December and this file EPB-278-18-AD, can be obtained from the attached
document (page 127) which is also available on the Council website.

Should you have any questions on the content of the response and would like
the Local Authority to clarify or explain, please do feel free to get in
contact, citing the enquiry reference number above.

If you are dissatisfied with the way in which East Dunbartonshire Council

involved in the original decision. Please note that in order for a review

I am writing to request an internal review of East Dunbartonshire Council's handling of my FOI request 'Teaching staff responses to the consultation on primary 1 starting full days in August.'.

I asked specifically for all of the responses from teaching staff. What I have been provided with is a summary of the results as percentages which were presented at a meeting.

Firstly, please could you provide the following:

1. Total number of teachers consulted
2. Total number of teachers who voted for and against moving to a full day start.

I believe the consultation was in the format of individual questionnaires with multiple choice/ tick boxes and comments. I write in response to your request that the Council carry out an internal
review of your Freedom of Information enquiry on the above subject. I can
confirm that I am an officer who was not involved in dealing with your
original request.

I find that, in dealing with your request, it was processed in accordance
with the requirements of Part 1 of the Freedom of Information (Scotland)
Act 2002/ the Environmental Information (Scotland) Regulations 2004, in
that the formal response was sent to you within 20 working days of the
Council receiving your request.

As you have expressed your dissatisfaction with the response I must now
re-assess the Council's answer to your enquiry.

Your original request for information sought the following;

The Council provided the following response;

All Primary Head Teachers were consulted at a Head Teacher meeting
following the Parent Consultation. Head teachers were asked to speak with
staff regarding the consultation change. The statistics were then gathered
from Head Teachers in locality groups. A copy of this report with the data
included was sent to Elected Members through the Education Committee. The
report was approved by Elected members at the committee in December and
this file EPB-278-18-AD, can be obtained from the Council website.

Having reviewed the response, it is my view that the Council did not
provide enough clarity on the responses for and against, therefore I have
sought further information from the Education Service which is included
below:

All Primary Head Teachers were invited to share their preference but were
not part of the consultation process undertaken with parents. A collective
response was sent from each locality and collated by 3 Head Teachers. There
were no individual questionnaires with multiple choice/tick boxes and
comments sent to teaching staff. Altogether there were responses from 21
schools (65%) and 12 schools (35%) did not return.
In the Bearsden & Milngavie locality all schools responding were happy for
change but to a short phased start. All Bishopbriggs and Lenzie schools
returning a response indicated preference for the status quo and in
Kirkintilloch and the villages 54% wanted the status quo and 46% change to
start on the first school day in August.

However, the Council does not have the information you requested in
relation to the survey responses of the Head Teachers at an individual
level, therefore under section 17(1) of the Freedom of Information
(Scotland) Act 2002, the Council believes it does not hold the information
requested..

If you remain dissatisfied with the Council's response to your request for
review you are entitled under Section 47(1) of the Act to apply to the
Scottish Information Commissioner for a decision as to why your Freedom of
Information request has not been dealt with in accordance with Part 1 of
