TdF 2014 Costs to Ratepayers

Dear Craven District Council,

“Welcome to Yorkshire” have said that they worked closely with local authorities such as yourselves in calculating the direct and indirect costs associated with the bid to host the TdF in 2014.

Given that the bid has now been submitted and accepted, I would like to know:

1) What were the calculated costs in hosting the TdF which will be carried by yourselves and hence your rate-payers. (I assume that these costs will include but not be limited to such things as road closures, signage, road markings, use of council staff, overtime costs of council staff etc etc). Please supply a breakdown of the estimated costs.
2) Did you contact the local authorities who incurred costs in the hosting of the 2007 TdF in order to benefit from their experiences?

If so - which ones, and what did they tell you.

Dear Mr Beck

 

Thank you for your query about the Tour de France.  As you say Welcome to
Yorkshire (WTY) and local authorities are working very closely with ASO
(the organisers) to define the detail of the Tour.  At this point we only
have a very broad estimate of local costs.  WTY has estimated the costs
for their part of the Tour as £10m with a return investment of £100m.

 

Over the next few months ASO will work closely with WTY and local
authorities on the technical specifications.  This will lead to much
greater definition of the budget.  As the lead authority, Leeds City
Council worked through a budget estimate for their section of Le Grand
Depart in October 2012.  At this time the very broad estimate included
venue costs, £70,000, event management costs of £165,000, highways costs
of £1,123,000 (established on a formula basis due to the route not being
known), cleansing costs of £12,000, hospitality costs of £63,000, cycling
festival costs of £97,000 and other costs including IT, hosting, telecoms,
communication, contingency of £2,081,400.

 

Until we know further details we do not have a budget breakdown.

 

The routes were advised on Thursday 17^th January and further technical
details relevant to each venue will be forthcoming over the next few
months, which will enable each authority to refine these costs to create
realistic budgets.

 

WTY and the Yorkshire local authorities are currently investigating a
range of funding streams to support the hosting fee, the event delivery
and the long term cycling strategy.  The level of cost to be carried by
Craven District Council and hence its ratepayers is therefore not yet
known.

 

During the bidding process WTY did talk to a range of organisations and
authorities about their experiences of hosting the Tour.  The economic
impact of the Tour de France in the UK in 2007 is a matter of public
record and easily available on the internet.  Using the data from the 2007
event in the UK the early estimate for economic impact is £100m and a
detailed study will be undertaken to assess both the economic and social
impact of the event.

 

If you are dissatisfied with the information that has been provided and
believe Craven District Council has not complied with legislation,  you
have the right to appeal to an independent officer within the Council.  On
appeal, your request will be re-examined and an assessment made as to
whether the requirements of the Act have been met.  Should you wish to
follow this course of action, then you should address your concerns to
Gill Cooper, Strategic Manager for Legal and Democratic Services, Craven

You also have a right under Section 50 of the Freedom of Information Act
to ask the Information Commissioner to take a decision as to whether the
Council has met its obligations under the Act.  The Commissioner expects
