Background
'Kings have established a stand-alone company, Tarmacademy (Liverpool)
Limited to deliver and run the training centre. The Council's Adult
Learning Service has been working alongside Kings and Tarmacademy to
establish the facility as a provider of training to the highways
infrastructure sector.'

Please supply the following information:
QUESTION 1
What date did LCC's Adult Learning Service begin to 'work alongside Kings
and Tarmacademy' [ late known as Liverpool Highways Training Academy]

Please supply the name of the individual who authorised LCC's Adult
