suspicious car parts bought via Council's PayPal

Waiting for an internal review by Ammanford Town Council, Carmarthenshire of their handling of this request.

Dear Ammanford Town Council, Carmarthenshire,

The Council recently disclosed its PayPal statement which contained a suspicious purchase of goods to the value of £217.70 from a Wrexham based automotive supplier on 16 January 2020.

Having searched the Council's haphazard Minutes I cannot find any reference to a ratified agreement to spend money on items that would fit the profile of a custom car parts vendor. There also excellent suppliers in Ammanford - such as B&R Factors, so the purchase from so far-afield is perplexing.

Please can you list the item(s) purchased, with a clear description of the make/model and value of each component, along with the record of who authorised the expenditure.

Per the focus of my original request, I couldn't find any Council agreement ratifying such opulent expenditure in advance, and hence I asked the Council to provide "the record of who authorised the expenditure.", which the Council has omitted.

Following public participation at the Full Council meeting of 29 Sep 2022, Councillors agreed that all outstanding reviews (8) would be attended to. The Clerk responded to this request the following day, but the anti-spam measures blocked his reply from being stored on WDTK. The volunteers that run the platform have kindly re-opened each case for the Clerk/RFO or other person from the Council to reply to. The core of the response was:
