Please could you disclose any information about whether or not the Commission paid to host the event at Mishcon de Reya?

If you did not pay, please provide any information about whether an assessment was made as to the financial value of the offer made by Mishcon de Reya to host the event, and if it was appropriate to accept this offer.

Thank you for your email of 22 April.

The Commission did not pay for the surrogacy consultation event to be hosted by the law firm Mishcon de Reya, nor have we assessed the financial value of MIshcon de Reya doing so.

The Commission takes the view that it was appropriate to accept this offer. The Commission does not, for most consultation or other events, have sufficient funds to be able to hire suitable rooms for these occasions. We therefore work with other organisations, including law firms, universities and professional organisations, who are able to make available suitable venues. This allows the Commission to run consultation events to help reach a broad cross-section of stakeholders, where we might not otherwise be able to do so. Working in partnership in this way is, therefore, vital for our work as a law reform organisation, subject to the appropriateness of doing so in each individual case.

We consider that it is appropriate to accept offers of venues from other organisations provided that this does not undermine the Commission's independence nor associate the Commission with organisations with which the Commission would not wish to be associated. We are of the view that accepting the offer of a venue for this surrogacy consultation event from Mishcon de Reya did not offend either of these principles.

Dear Spencer

Thanks for that information. I think you should consider, as an organisation, including such gifts on the gift register and they are surely gifts/benefits-in-kind! As you acknowledge, renting rooms normally cost money.

I finally note that people have already criticized the organisation for your relationships with professional bodies involved in surrogacy: https://www.bbc.co.uk/news/health-51148421 and not to keep a tally of benefits such as free rooms received from such bodies seems an oversight.

I'm content to leave my FOI request there.
