Surrey Emergency Active Travel Funding
Dear Surrey County Council,
I would like to request the following information.
There were 3 pilots for the active travel funding: Reigate, Farnham & Godalming. Please can you provide any evidence which was used in deciding the locations of these schemes.
Following the DfT only agreeing to fund 50% of Surrey’s indicative funding it was announced that Surrey County Council would fund the remainder. Please can you provide any information detailing where this money is coming from and what budget it has been moved from?
For the 3 pilot projects please provide a cost breakdown: Money spent so far with a breakdown (eg. Materials, Labour, legal etc.) & budget for the remainder of the trials.
Please provide any analysis done on the schemes (eg impact on traffic, safety audits etc.) & any monitoring planned to determine success (eg traffic counts, air pollution, noise levels etc.).
Please provide details & information, including planned budget & expenditure for the remaining active travel schemes from the £1.697m.

We apologise for the delay in providing the response which we understand
was due in part to unavailability of relevant officers.
We have considered your request which was for the information set out
below.
There were 3 pilots for the active travel funding: Reigate, Farnham &
Godalming. Please can you provide any evidence which was used in deciding
the locations of these schemes.
The vast majority of the area included in the active travel scheme forms
part of the Farnham AQMA. We understand that the scheme was also chosen by
the Leader to be the pilot scheme for Surrey.
Godalming High Street does not form part of the Godalming AQMA however,
Godalming Town Council approached SCC to close the High Street for social
distancing. The Town council have covered the total cost of any measures
that have been implemented including staffing the gate to the high street.
The only cost to SCC was the TRO for the closure.
Following the DfT only agreeing to fund 50% of Surrey’s indicative funding
it was announced that Surrey County Council would fund the remainder.
Please can you provide any information detailing where this money is
coming from and what budget it has been moved from?
The additional money will be made available, as needed, from our existing
capital programme. Underspends will be used to balance expenditure.

Farnham costs to date £66k.

The Council is not undertaking any analysis of the scheme
Please provide details & information, including planned budget &
expenditure for the remaining active travel schemes from the £1.697m.

I am writing to request an internal review of Surrey County Council's handling of my FOI request 'Surrey Emergency Active Travel Funding'.
The FOI request was very late. I was hopeful that this was because it was being considered carefully and all the data requested would be collated in detail. I was disappointed to see that the sum total of your efforts was a couple of explanatory sentences and links to public information. The quality of the response and the detail therein is significantly lacking and fails to address some points entirely.
The request to detail the total cost and expenditure on the schemes, the main point of the request, was answered in two short, vague sentences. I would like to further request that this question be considered and answered fully, truthfully, and in reasonable detail.

Having reviewed the papers and documents for this request I am able to
supply some additional information in respect of the information requested
as follows:
There were 3 pilots for the active travel funding: Reigate, Farnham &
Godalming. Please can you provide any evidence which was used in deciding
the locations of these schemes.
Reigate High Street (A25) location was chosen for a pilot temporary active
travel scheme because:
* Reigate town centre, including the High Street (A25) is in an AQMA,
* The package of measures were to collaborate with Reigate and Banstead
Borough Council on social distancing measures at town centre shops and
businesses including Reigate and active travel,
* The A25 provides an east-west corridor connecting Redhill, Reigate,
Dorking and Guildford with an advisory cycle lane that stops at the
High Street and then continues on the A25 on the exit from the town
centre,
* Information from this pilot temporary scheme could help inform other
emergency active travel schemes.
For the 3 pilot projects please provide a cost breakdown: Money spent so
far with a breakdown (eg. Materials, Labour, legal etc.) & budget for the
remainder of the trials.
In broad terms the Reigate pilot temporary active travel scheme includes
cycle route signing, cycle parking, and a temporary 20mph speed limit as
well as a pilot temporary cycle lane and pavement space optimisation (that
has been removed). The cost of the temporary cycle lane water filled
barriers, for installation and removal was approximately £15k. The total
cost of all of the measures for Reigate is approximately £65k (and
includes for eventual removal as required).
Please see breakdown of costs expended as at the date of the request for
Reigate and Farnham. You will recall that Surrey County Council were not
covering the costs for Godalming.
Please provide any analysis done on the schemes (eg impact on traffic,
safety audits etc.) & any monitoring planned to determine success (eg
traffic counts, air pollution, noise levels etc.).
Please find attached the safety audit of the Reigate pilot temporary
scheme. Officers names and signatures have been redacted as the personal
information of those individuals and exempt under Section 40(2) of the
Act. Monitoring of the use of cycling and pedestrian facilities in Reigate
is being planned. Reigate and Banstead Borough Council monitor air
quality.
