Please see below the Council’s response to your request for information.

 

You have asked;

 

I would be most grateful if you would provide me, under the Freedom of
Information Act, details in respect to the contract below.

Supply, Installation and Maintenance of Pay on Foot Car Parking Equipment.

The information provided below does not relate to a framework, but relates
to a tender issued in 2015 for pay on foot systems in the Kennet Centre
MSCP; Northbrook; Library; and Corn Exchange car parks.

 

Initially seven companies replied to the advert to seek inclusion on the
list of preferred contractors. The seven were: ACS; Designa; Newpark;
Parkare; Parkeon; Scheidt & Bachmann; WPS.

 

After a PQQ process, Newpark was not invited to tender as the system they
proposed centred on the use of ANPR cameras, which local authorities are
not allowed to use for parking enforcement purposes. The other companies
were invited to tender, but only Parkare and WPS submitted tenders and
after evaluation WPS were selected.

 

The contract covered the supply and installation of pay on foot equipment
at the four listed car parks and then annual repair and maintenance for a
minimum of 8 years, with an option to extend further.

• Suppliers who applied for inclusion on each framework/contract and were
successful & not successful at the PQQ & ITT stages =

ACS; Designa; Newpark; Parkare; Parkeon; Scheidt & Bachmann; and WPS
applied.

 

Parkare were unsuccessful at the PQQ stage.

• Actual contract values of each framework/contract (& any sub lots)

£220,000

• Start date & duration of framework

July 2015

The annual R&M element of the contract may be extended beyond the initial
8 year period
