I have been seeking information on the Policies of The DWP as to how they comply with Subject Access Request under the Data Protection Act 1998.

The DWP website holds a reference to "Subject Access Request Guide (SARG)" - "Guidance to Data Protection Officers on the Data Protection Act 1998 and how to handle Subject Access Requests" - date December 2004 updated June 2007.

The reference also states that the document is held as Electronic.

Could you please provide a copy in pdf format with all originating pages, hyper links and linked pages intact. Failing that, could you provide a URL to the electronic source where it may be consulted.

Thank you for your email dated 18 November 2008 requesting a copy of
DWP's Subject Access Request Guide.

Please find attached a copy of the Guide. You will note that there are a
large quantity of links to other pieces of guidance within the Guide. I
have therefore not attached these at this point, as the volume of
additional data will also be too bulky to email at once, even using a
zip file. You may also find that not all of the linked guidance is
immediately relevant to your query.

However, please do let us know which pieces of the linked guidance would
be helpful and we will of course happily provide them.

If you are not satisfied with my handling of your request please tell me
why within two calendar months of the date of this letter. I will then
arrange for someone to conduct an internal review of your request and my
handling. The review will be conducted by another officer, usually of a
more senior grade to me. This person will have taken no part in my
original decision. You will be advised of their decision in writing.

If you are still not content with the outcome of the internal review you
have the right to apply directly to the Information Commissioner to look
into the way your request has been handled. Please note that generally
the Commissioner cannot make a decision unless you have first exhausted

Dear DWP Adelphi Freedom-of-Information-Request,

Thank you for your response.

However, I did request that the copy of the DWP Subject Access Response Guide be provided as an Acrobat Pdf.

I requested this due to me suffering IT Poverty, and as such I do not have access to a copy of Microsoft Office which can read the file supplied with your response.

I do have access to the Free Adobe Acrobat Reader which can read Pdf Files but not Microsoft Word (doc) files.

Would you kindly provide the response documents in the requested format.

I am sure that somewhere within the DWP someone has access to suitable software that can produce the response in the required format.

Please have the requested response available by the deadline of 17 December 2008.

Dear Sirs

I have kindly been forwarded a copy of the document called “SARG.doc” in Acrobat Pdf by a third party who were aware of my concerns as to having Hyper links intact and provided so that any response to my FoI request was correctly fulfilled.

I note that all external Hyper links are useless and lead to dead ends! All that is displayed is an announcement that reads as follows;

“The page cannot be found
The page you are looking for might have been removed, had its name changed, or is temporarily unavailable.

Please try the following:
If you typed the page address in the Address bar, make sure that it is spelled correctly.
Open the www.intralink.com home page, and then look for links to the information you want.
Click the Back button to try another link.

I believe that this is a standard message that indicates that the required link is either non-functional or blocked!

My Original FoI request reads as follows;

“ Could you please provide a copy in pdf format with all originating pages, hyper links and linked pages intact. Failing that, could you provide a URL to the electronic source where it may be consulted.”

I am forced to conclude that you have not complied with my request and ask that you do so, providing a response with all “ hyper links and linked pages intact” by the deadline, which I am reminded is 16 December 2008 and not 17 December 2008, as I previously stated!

Please have the required information with me buy close of business as of 16 December 2008.

I am writing to request an internal review of Department for Work and Pensions' handling of my FOI request 'Subject Access Request Guide (SARG) Policy Document'.

The Request made specifically requested that the response be made using Acrobat Pdf file to allow access.

Whilst the DWP may have access to expensive Microsoft Software man do not and suffer IT Poverty. Making responses in Microsoft Doc Format when you have been requested to not use this appears to be deliberately obstructive.

The Adobe Acrobat Reader is free software which allows anyone to read an Adobe Acrobat File. Kindly respond with the attached document in Acrobat file format.
