Freedom of Information requests, Coventry University

Dear Harvey,

REF: FOIA1461

In response to the Freedom of Information request you made to Coventry
University in respect of changes made to the student contract in respect
to OfS recommendations.

1. Please explain the steps that the university took last summer, prior to
the main autumn enrolment period, to comply with Paragraphs 39, 45, 46,
and 52 of the following Office for Students guidance, with particular
reference to obtaining consent from students for changes to the material
information.

Last summer, prior to the main autumn enrolment period, the university
communicated with prospective students presenting material information in
line with the OfS guidance for providers about student and consumer
protection during the coronavirus (COVID-19) pandemic and our own
procedures. In June we confirmed our intention to deliver blended learning
and launched a return to campus FAQ webpage.  This resource for students
(and staff) was extended in August into a Return to Campus Hub, detailing
relevant information about, for example, teaching and learning, campus
access and services, health and safety etc. in line with government
legislation and guidance.  All communications to students pointed them to
this resource so that they had access to up to date information before
enrolment when they confirmed acceptance of the university’s terms and
conditions.

2. Please supply a copy of the review that you were asked to carry out
during the first half of the spring term of your compliance with consumer
protection law, as required in this letter from the Office for Students.

The review is currently ongoing and so the information is not available.
Further, we believe that the requested information is likely to be exempt
from disclosure under section 43 (2) of the Freedom of Information Act
2000, as disclosure would likely to prejudice our commercial interests.

If you have any queries or concerns in regards to this matter then please
do not hesitate to contact me via [Coventry University request email], however please
remember to quote the reference number above in any future communications.

If you are dissatisfied with the handling of your request, you have the
right to request an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original request and should be addressed to: the Information Governance
Unit, Coventry University, Portal House, 163 Union Street, Coventry, CV1
2PL or sent by e-mail to: [Coventry University request email].

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. Generally, the ICO cannot make a decision unless you have
exhausted the internal review procedure provided by the University. The
Information Commissioner can be contacted at: Information Commissioner's
Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF,
Telephone: 08456 30 60 60 or 01625 54 57 45, Email:
