Dear Heriot-Watt University,

I would like to know the University’s annual budget for student mental health services for the academic years 2012-13, 2013-14, 2014-15, 2015-16, 2016-17, 2017-18.

I would like to know the number of students enrolled at the University between the academic years 2012-13, 2013-14, 2014-15, 2015-16, 2016-17, 2017-18.

I would like to know the number of students who have been enrolled in and treated by student mental health services in the academic years 2012-13, 2013-14, 2014-15, 2015-16, 2016-17, 2017-18.

:: I would appreciate your advice and assistance with this request as per the relevant legislation.

You have failed to provide the information requested, primarily the budget of student mental health services for the academic years stated.

Thank you for your request of 30 January 2019 to review our response of 20 November 2018 to your FOI request about student mental health services. Your request and request for review have been managed in accordance with the Freedom of Information (Scotland) Act 2002 (the Act).

Although your request for review was made after the deadline set out in the Act I have reviewed our response to your request and can reply as follows.

You asked us to review the fact that we did not provide you with the budget for student mental health services for the academic years stated.

The University does not record this information as the Student Wellbeing Service does not have a dedicated cost centre or budget allocation for pay and non-pay spend specifically on mental health services. This is because, in addition to mental health support, the Wellbeing Service provides counselling, disability support and special needs arrangements within one budget allocation. We therefore do not break down the costs of mental health support to the level of reporting you have requested.

I therefore consider that the information you have requested is exempt from disclosure under section 17 of the Act: information is not held.

On consideration of all of the facts in this case, and the number of requests that the University receives on this subject, I consider that by providing the Facts and Figures and reviewing these at least annually to update them and add additional information where practicable, the University is complying with its duty under section 12 (2) (c) of the Act:

“where two or more requests for information are made to the authority—

(c) “by different persons in circumstances where the authority considers it would be reasonable to make the information available to the public at large and elects to do so,”

“then if the authority estimates that the total cost of complying with both (or all) of the requests exceeds the amount prescribed, in relation to complying with either (or any) of those requests, under subsection (1), section 1(1) does not oblige the authority to comply with either (or any) of those requests.”

I am sorry that we cannot provide all of the information you have requested. I hope that this explanation is nevertheless helpful.
