Dear Student Loans Company Limited,

I would be very grateful for the following information regarding student loans and repayments:-

1) The percentage of students at each university that have not paid anything back towards their loan ( either through non payment or not being eligible yet to pay, do not need to differentiate). If too big a task just for Russell Group Universities.
2) The number of loans made for Plan 2 cohorts (starting undergraduate degree courses September 2012 onwards paying fees circa £9000 pa ) granted to applicants who were 17 at the time of applying.
3) The number of applicants (of any age) who received a phone call from a member of staff at the SLC advising them of the terms and conditions/implications of the loan/ interest rates etc at the time of applying. If you don't know the numbers can you confirm whether it was standard practise or not to telephone the applicant to give such verbal advice.

Thank you for your email dated 01/10/2018.

Your request is being considered under the terms of the Freedom of
Information Act 2000 (“FOIA”).

Your request has been allocated reference 220-18.

We will respond to you under the terms of the FOIA and within 20 working
days.

With regards to question 1, the current wording suggests that the
borrowers are still students at university, so none of them will be
eligible to repay their student loans as yet.  If you were meaning
borrowers including those still at university and those who have left,
then there is no timeframe so this would include all borrowers (of either
plan type and any UK funding authority) with an outstanding balance.  Your
reference to non-payment can be interpreted as those borrowers who are
required to repay (as they earn above the repayment threshold), but
haven't and/or those who are not required to repay as they don't earn
above the repayment threshold.  Your reference to those not being eligible
to repay would include current students and those borrowers who have
completed/left their course and will become liable to repay in April 2019.
 This is a complex question and one which would result in your request
being refused under the costs limit exemption.  If I could direct you to
data that was recently released under FOI and is available on

- this reflects the percentage of borrowers who have not made any
repayments based on their Statutory Repayment Due Data, and includes both
plan 1 and 2 borrowers.  Once you have had the opportunity to review this
data, if you could advise if this would suffice for this question or if
you wish to continue with your request as it is currently worded.

We will contact you further for clarification of your request if this is
considered necessary.

You have only replied to point 1 of my request. To provide clarification

I would be interested to know the percentage of students who have taken out a loans since September 2012 (Plan 1 or Plan 2 cohorts) who have yet to pay anything back towards their university loans (Fees and Maintenance) who have become eligible to start making repayments by date only. ( assuming this may be due to not earning enough or just non-repayment, doesn't matter what reason). If too time consuming for Russell group Universities Only.

I did not understand Louise's reference to the table. The number of students at each of the universities listed was very small ??

We note that the subject title of your email included "internal review".  

Our previous email was not a substantive response to your request, rather
than an acknowledgement of your request and providing some advice and
assistance in relation to question 1, which is why there was no reference
to questions 2 and 3.

Your response of 03/10/2018 appeared to consider this to be a substantive
response to your request, which was not the intention.  You clarified
question 1 as follows:

“I would be interested to know the percentage of students who have taken

assuming this may be due to not earning enough or just non-repayment,

Response

Questions 1 and 2
Please refer to the attached spreadsheet for the requested information.
 Please refer to the notes and caveats associated with the data which can
be found at the bottom of the tables on the results tabs.

In addition, for question 1, please note that the 2016 repayment cohort is
the first repayment cohort which includes plan 2 borrowers.  The earliest
plan 2 borrowers were required to repay their loans was April 2016.  The
earlier repayment cohorts will only include plan 1 borrowers.   The
percentage of borrowers who have not made any repayments from the 2016
repayment cohort is not comparable to the percentage of borrowers who have
not made any repayments from the earlier repayment cohorts.  Plan 1
borrowers have a lower repayment threshold than plan 2 borrowers and there
is only 1 full year of repayments for plan 2 borrowers reflected in the
data, compared to 4 years for plan 1 borrowers.  
Question 3
SLC does not telephone student loan applicants to advise them on terms and
conditions/implications of the loan.  Accordingly, this information is not
held by SLC.  By way of advice and assistance, SLC does not “sell” student
loans.  Student loans are government-backed statutory loans, with SLC
administering the student support scheme in accordance with the applicable
statutory framework.   SLC provides a range of guidance material to help
prospective students understand what financial support they may be
eligible for, interest rates, repayment terms, etc.  Information is
available on the SLC website, gov.uk and through a range of other sources.
 All students taking out a loan must sign a declaration confirming that
they have read and understood the terms and conditions of the loan before
their loan is paid.  A guide to terms and conditions is also available,
and this clearly sets out, amongst other things, the interest rates that
the student will be charged, when interest starts accruing and when
repayments will start.   If an applicant contacts SLC to seek advice on a
particular element of student loans, such as the interest rates at the
time of applying, then this would be provided.  However, if an applicant
is seeking financial advice, then SLC does not provide this under any
circumstances and the applicant would be advised to contact an independent
financial advisor.  

 Internal review process

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review.

Internal review requests should be submitted within two months of the date
of receipt of the response to your original request and should be
