Student Fees complaints

Dear Scottish Government FOI,

Please specify the following:

a.The number of registered complaint letters or emails you have received regarding English students being made to pay the maximum fee in scotland between the dates of 1/1/2011 - 9/5/2013

b.The recorded minutes from notable parliamentary meetings or general meetings in the scottish government regarding the topic of charging full fees to English students.

c.The justification the Scottish government gives for making English students alone pay the full fee in Scotland (EU, NI, or Welsh students pay roughly a third of the full charge)

d.Digital (scanned) copies of some of the most notable complaint letters you have received regarding the above mentioned topic

I also wish to inform you that I agree with the decision the Scottish government has made on the matter. I will use this information to understand the opposing argument.

following information about higher education tuition fees at Scottish
Universities for students from other parts of the UK:

In relation to point b. above, it would be helpful if you would describe
what parliamentary meetings you consider to be ‘notable’.  For example,
this might be meetings where the Cabinet Secretary for Education and
Lifelong Learning was present, or meetings of the Education and Culture
Committee where the draft Student Fees (Specification) (Scotland) Order
2011 was discussed.
We received your request on 9 May 2013 and will respond in accordance with
FOISA, that is within 20 days of receipt, excluding the days on which
clarification of the request was sought.

I refer to my recent email and would be grateful if you would either give
me a call on the telephone number below or provide me with a telephone
number to contact you.
 
In your FOI request you have asked for the number of ‘registered complaint
letters’ received regarding the decision to remove students from the rest
of the UK from the tuition fees set by Scottish Ministers.  As yet, I have
not found any registered complaint letters on this subject.  However,
Ministers do receive correspondence on various subjects, some of which
will mention fees for RUK students as part of another enquiry.
 
Searching through the ministerial correspondence received since 1 January
2011 for all relevant enquiries is extensive work which could push the
enquiry over the financial limit.  I therefore need to speak with you to
be clear about exactly what information you are looking for.
