Names, email addresses, contact numbers and job title of all Deputy Team Managers, Team Managers & Service Managers that manage Children & Adults Statutory Social Care Services within the Local Authority please

Further to your request for information regarding an 'Up to Date Directory
of Children's & Adults Social Care Services Structure and contact
information for people within that structure, please refer to the attached
documents, detailing this information in respect of all senior managers
within both of these services.

 

Please note, the information enclosed was up to date at the time that this
request was received, however due to ongoing staff changes it may be
subject to change. Furthermore we are unable to release information in
respect of all staff employed within these services as: -

 

Firstly, whilst we can confirm that the council does hold this
information, it is estimated that the cost of complying with this request
would exceed the appropriate limit as specified in the Freedom Of
Information and Data Protection (Appropriate Time Limit and Fees)
Regulation 2004. For the council this limit is currently set at £450 and
this represents the estimated cost of one person spending 18 hours in
determining whether the council holds the information locating, retrieving
and then extracting the information specific to your request.

 

Our belief that compliance with this request would exceed the appropriate
limit is based on the following determination that this task would require
us to manually to pull off staffing information for each member of staff,
one staff member at a time, whilst working out where each member of staff
sits within the hierarchy of these service areas. we would then need to
compile a chart accordingly and manually match contact details for each of
these staff members using an internal directory, which would clearly
exceed the 18 hour time limit.

 

Accordingly, with reference to s.12 of the Freedom of Information Act
2000, the council would be from providing this information.

 

Secondly, other than the names and contact details of senior managers (as
enclosed), we consider this category of information as personal data and
therefore regard it to be further exempt under s.40(2) of the FOIA. With
regards to senior management, given the seniority and the public presence
that these roles attract, this information we would consider to be already
within the public domain and more importantly for it be within the public
interest to disclose as this would encourage not only greater scrutiny and
accountability but also greater transparency and wider public confidence
within the functions of these two council services. Accordingly we regard
only part of the information requested to be exempt under s.40(2) and with
the remainder of this information disclosable under the provisions of s.1
of the FOIA (ref to information enclosed).

 

Most of the information that we provide in response to Freedom of
Information Act 2000 requests will be subject to copyright protection.  In
most cases the copyright will be owned by Walsall Council. The copyright
in respect of other information may be owned by another person or
