model of column.  Can you advise what type of information it is that your

Request for Information

I refer to your request for information in relation to Street Lighting in
Ashbrooke Drive.

The Council have considered your request for information under the terms
of the Environmental Information Regulations 2004. In our view the request
falls within the scope of the broad definition of environmental
information contained within Regulation 2(1) of the Regulations.

Right of Access

The Environmental Information Regulations 2004 provide that a public
authority that holds environmental information shall make it available on
request. The Regulations create a general right of access to environmental
information held by public authorities subject to various exceptions. A
public authority may refuse to disclose environmental information if an
exception to disclosure applies and the public authority decides that in
all the circumstances the public interest in maintaining the exception
outweighs the public interest in disclosing the information.

The Council has carefully considered whether the information requested can
be disclosed under the Regulations.

Ashbrooke Drive in Ponteland has 7 lighting units installed, the majority
of which have been fully replaced during our modernisation project.  All
units are now converted to LED.
There is currently an underground supply fault in Ashbrooke Drive which is
being dealt with by Northern Powergrid (NPG) and affects 865PC, 856PC,
857PC.  This was notified to NPG on 2/11/17 and although they have
temporarily restored supply to the lighting units on 29/11/17, further
works are required to remove the fault from the underground supply network
completely, however, the lights should be working as planned at the
moment.
As no time period has been given for the information in relation to faults
I will provide the information for:
2014/15
12/11/14 - Fault received for flashing lamp, unit 854PC.  Repair completed
13/11/14.
2015/16
No faults reported
2016/17
13/9/16 - Report of door off received, unit 834PC - Repair completed
13/9/16.
6/6/17 - Report of light off received, unit 857PC - Repair allocated to
Galliford Try.  Repair completed 16/6/17
27/7/17 - Report of light off received, unit 857PC - Repair allocated to
Galliford Try.  On attendance identified as group outage.  Repair
completed 22/9/17
3/8/17 - Report of group outage, unit 856PC - NCC attendance 3/8/17
identified 2 lights out with a request for Galliford Try to attend. No
further information available.
28/9/17 - Report of group outage, units 856PC, 857PC & 865PC.  - Repair
allocated to Galliford Try.  Repair completed 5/10/17
28/9/17 - 2nd report of group outage, unit 856PC - Repair allocated to
Galliford Try 5/10/17 - Report from Galliford Try that NPG fuse had blown
and will probably blow again 6/10/17
12/10/17 - Report of lamp out, unit 856PC - Repair allocated to Galliford
Try 12/10/17 - Report from Galliford Try that NPG fuse blown and possibly
blow again. Return to NCC for NPG attendance - Job closed as finished, no
further action taken.
23/10/17 - Report of lamp out, unit 856PC.
24/10/17 - Report of lamp out, unit 857PC.
2/11/17 - Works order raised to Northern Powergrid to restore supply at
units 865PC (Rowan Drive), 856PC and 857PC
15/11/17 - Report of 2 lamps out - Units 856PC and 857PC - no further
action taken, waiting for NPG supply to be restored.
20/11/17 - Report of lamp out - Unit 857PC - no further action taken,
waiting for NPG supply to be restored.
28/11/17 - Report of lamp out - Unit 857PC - no further action taken,
waiting for NPG supply to be restored.

Advice and Assistance

The Council recognises its statutory duty to provide advice and assistance
under Regulation 9 of the Regulations. Subject to the provision of the
Regulations, the Council is seeking to be transparent and open it is
response.

Representations and Reconsideration

If you consider that the Council has failed to comply with a requirement
of the Regulations in relation to your request, you have a right to make
representations under Regulation 11. Representations must be made in
writing to the Council no later than 40 working days after the date on
which you believe that the Council failed to comply with a requirement of
the Regulations.
