Please, could you provide information for the following FOI request in regards to Llangunnor.

1. The number of lamps/lights maintained by the Public Lighting Team under agreement with Llangunnor Community Council?

2. The location of the lamps/lights in point 1.

3. How many of the lamps/lights have been upgraded and how many are left to upgrade (from sodium to LED) in the Llangunnor community area

4. For what period are maintenance and energy charges for the lamps/lights billed to Llangunnor Community Council?

5. Could you please provide a breakdown of the maintenance and energy charges for lamps/lights in the Llangunnor community area for the last two years?

I am writing to request an internal review of Carmarthenshire Council's handling of my FOI request 'Street Lighting - Llangunnor'.

I requested the following -
Please, could you provide information for the following FOI request in regards to Llangunnor.

1. The number of lamps/lights maintained by the Public Lighting Team under agreement with Llangunnor Community Council?

2. The location of the lamps/lights in point 1.

3. How many of the lamps/lights have been upgraded and how many are left to upgrade (from sodium to LED) in the Llangunnor community area

4. For what period are maintenance and energy charges for the lamps/lights billed to Llangunnor Community Council?

5. Could you please provide a breakdown of the maintenance and energy charges for lamps/lights in the Llangunnor community area for the last two years?

It has taken just under two months for you to reply that you don't hold the information, and suggest that I contact Llangunnor Community Council. However, I don't understand why you don't hold this information and have provided clarification as to why I believe this
1. The public lighting team I believe work for Carmarthenshire County Council and as the County council bill for this service they must have the number of lamps/lights they maintain for Llangunnor Community Council
2. There is I believe a list of lights/lamps which are being maintained and monitored
3. The County Council are undertaking on behalf of a number of town and community councils an upgrade of the lamps/lights, and I find it absurd that there is no record of the lamps which have already been converted (otherwise what's to stop the same lamp being upgraded multiple times)
4. Carmarthenshire County Council bill many town and community councils for the maintenance and energy charges, so you should know what period the charge covers
5. As you provide the service to the community council, you should be able to provide a breakdown of the energy/maintenance costs as requested

them again this morning  and will do so again next week if no response has

Dear Mr Edgecombe,

Thank you for taking the time to response to my request for an internal review, while you have now provided all the information which I had originally requested it would have been nice to have had some acknowledgement as to why the authority had originally stated that it did not hold any of the information.

Due to staffing issues, I allowed additional time for the authority to gather the information, which it ultimately did hold.

Thank you for your email. Please accept my apologies for that oversight.

To be quite candid, I have no reasonable or rational explanation for that original failure. Having seen the internal emails relating to your request the FOI team interpreted the response provided by the Street Lighting Team to mean that it did not hold any relevant records when (a) it did not expressly say that and (b) they should have sought clarification of the response and challenged it.
