According to a recent media report "..the Met revealed it has spent around £12,500 on membership of Stonewall since 2017".

I would like to know the name(s) and rank(s) of all MPS officers/staff etc. who gave consent to pay the membership (sponsorship or similar) of Stonewall (https://www.stonewall.org.uk/). Please include the relevant dates of decision.

Provide the membership receipts.

List the benefits the public gets from you being a member of Stonewall.

Section 17 of the Freedom of Information Act 2000 states:

(5) A public authority which, in relation to any request for information, is relying on a claim that section 12 or 14 applies must, within the time for complying with section 1(1), give the applicant a notice stating that fact.

(6) Subsection (5) does not apply where—

(a) the public authority is relying on a claim that section 14 applies,

(b) the authority has given the applicant a notice, in relation to a previous request for information, stating that it is relying on such a claim, and

(c) it would in all the circumstances be unreasonable to expect the authority to serve a further notice under subsection (5) in relation to the current request.

A notice was provided to you on 09/11/2018 in relation to previous requests for information, stating that the MPS was applying section 14(1) to your requests. You were also advised that:

‘Further requests to the MPS from you will be considered vexatious and/or potentially invalid unless you are able to provide proof of identity.’

You were further advised that the MPS would not conduct an internal review and that if you are dissatisfied with the response to your FoIA requests, you may wish to appeal the decision by contacting the Information Commissioner for a decision on whether your request has been dealt with in accordance with the requirements of the Act.

With this in mind, it would be unreasonable in all the circumstances to expect the MPS to serve a further notice in relation to future requests for information.

Section 17(6) of the Freedom of Information Act 2000 means that in the current circumstances, the MPS is not required to respond to your FOIA requests in the future, having previously issued a notice under section 17(5) of the Act advising that section 14(1) was applicable to your requests and outlining the nature of future requests that will be considered to be vexatious.

Unless you provide proof of ID or appeal to the Information Commissioner in relation to the decision to apply section 14(1) to your requests, the MPS will only respond to your FOIA requests or related correspondence on a discretionary basis and may choose not to respond.

Please provide copies of all the invoices listed in your response.

Please clarify if you renewed Stonewall membership for year 2020, the last invoice is May 2019, has this run out? Provide invoice if applicable, please.

Did MPS Commander Mark McEwan get consent from any other MPS officer/staff member for this expenditure? If so, provide it. Was a review date set up for this expenditure, is so what is it?

Provide correspondence between MPS and Stonewall regarding MPS becoming a member.

I want to know what Mark McEwan is allowed to authorise expenditure on, please provide the relevant information setting this out.

As regards, benefits of membership, referring me to the Stonewall website is not what I asked for, does MPS have any information as to how membership benefits MPS/the public it serves?

Please provide a full list of donations, membership fees or similar made to other political or campaigning organisations.
