Dear Rail Delivery Group,

I request a copy of the report commissioned in 2013 by yourselves in relation to DOOP. The report was outsourced to the consultancy firm of Steer Davies and Gleave and was then publicly never seen or mentioned until it featured as a footnote in an RSSB report.

Can you explain for me the need for this report to be 'confidential'? It seems strange as it has been mentioned in a footnote of a public ally open document that can be found, I believe, on the RSSB's website?

Thanks for your patience whilst I was looking into your query.

I understand you want to know why the Steer Davies Gleave report is
confidential.

To explain, the report contains financial, commercial information and
other sensitive information so it is therefore confidential and not for
public viewing. We appreciate that it being referenced in a publicly
available document implies that the DOO(P) report should be for public
consumption, however that is not the case.  The reason the RSSB document
is publicly available is to make it easy for TOCs to access and view
information and make sure the work carried out in the rail industry is
transparent. However reference elements of publicly available materials
such as in this case the DOO(P) report needs to remain confidential due to
the sensitive data found in the report.
