Statutory Youth Justice Plan

Dear Tower Hamlets Borough Council,

I am writing to request information under the Freedom of Information Act in regards to Tower Hamlets Statutory Youth Offending Team.

A) Statutory Youth Justice Plan and YOT Performance Data

I understand that there is a statutory requirement for each Local Authority area to set out an annual youth justice plan for the delivery of the Youth Justice Service within their area and therefore;

1) Please, can you kindly forward me copies of all your annual statutory Youth Justice Plan (YJP) for the period covering from 2015 to present?

2) Please can you forward me your annual youth justice performance data as listed below if not already included in your statutory YJP for the period from 2014 to present:

• The rate of first-time entrants;
• The rate of proven re-offending by offenders;
• The rate custody;
• Rate of victim satisfaction;

3) Please, can you provide me with dates if not included in your statutory youth justice plan as to when each Plan was presented at a full Council/Cabinet meeting and approved?

B) YOT Financing & Staffing Levels

1) Please, can you provide me with the total “full-time equivalent” headcount in each of the last three financial years (2014-15, 2015-16, 2016-17)?

2) Please, can you provide me with the total spending by the YOT in each of the last three financial years (2014-15, 2015-16, and 2016-17)?

3) The total number of cases LBTH YOT managed in each of the last three financial years (2014-15, 2015-16, 2016-17) for:

• Per-court or equivalent disposals.
• Out of Court disposals.
• Court Orders including custody disposals.

4) The total number of young people that have been found guilty of a crime in your YOT’s operational area in each of the last three financial years (2014-15, 2015-16, 2016-17).

5) The number of young offenders that have been detained in the secure estate/YOIs in your YOT’s operational area in each of the last three financial years (2014-15, 2015-16, 2016-17).

6) Your expected total spending/ financing for 2017 -18 and 2018/19 or your latest estimate made for planning purposes if finalised figures are not available.

10) Your expected headcount for 2017-18 or your latest estimate made for planning purposes if finalised figures are not available.

7) The number of staff made redundant since April 1st, 2014

8) The number of staff placed on notice of redundancy and still at risk since April 1st, 2017?

9) The number of contracted staff whose contracts have been terminated since April 1st, 2015?

10) The number of contracted staff who have been notified that their contracts are to be terminated since April 1st, 2017.

11) Please, can you advise me on the number of consultants engaged with the YOT since 2014 and the amount spent in securing their services?
