I was hoping I could find out how many Student Loan Applications have been declined/unsuccessful due to false information being entered in the applications since January 2017 to January 2018 in the UK?

Dear Ms Scott  

We refer to your recent email dated 4^th November 2019 requesting the
following information under the Freedom of Information Act 2000 (“FOIA”).

“I was hoping I could find out how many Student Loan Applications have
been declined/unsuccessful due to false information being entered in the
applications since January 2017 to January 2018 in the UK?

Also, how many Student Loan Applications have been declined/unsuccessful
due to false information being entered in the applications since January
2018 to January 2019 in the UK?

Also, how many Student Loan Applications have been investigated for false
information from January 2017 to January 2018 in the UK?

And, how many Student Loan Applications have been investigated for false
information from January 2018 to January 2019 in the UK?”

Response

We have reviewed your request, and can confirm that the information that
you have requested is held by Student Loans Company Limited (“SLC”) for
Student Finance England, Student Finance Wales and EU applicants only.  
 For the data that is held by SLC, we have reviewed your request and in
consultation with the appropriate departments within SLC we have concluded
that this information cannot be released as the cost of complying with
your request would exceed the appropriate limit set out in the Freedom of
Information and Data Protection (Appropriate Limit and Fees) Regulations
2004.  The limit applying to SLC is £450 or 2.5 days (calculated to be 18
hours of staff time at £25 per hour).

The information is therefore exempt under section 12(1) of the FOIA and in
accordance with section 17(1) of the FOIA this letter constitutes a
Refusal Notice in respect of your request.

There are a number of reasons why student finance applications may be
declined, and these will  not all relate to false information being
supplied.  You have also requested information on a calendar year basis,
which would cover 2 academic years and 2 financial years, which are more
common bases for reporting purposes.  To answer your specific questions
would require manual analysis which would considerably exceed 18 hours of
staff time.

By way of advice and assistance, within the appropriate costs limit we
would be able to provide the number of cases investigated by our Counter
Fraud Services Team in financial years 2017-18 and 2018-19, and how many
of these had a sanction applied (a sanction may result in all funding
removed, or only specified products).  These cases may include a minimal
number of Northern Ireland and Scottish cases.  Should you wish to receive
this alternative data, this would be treated as a new request for
information.    

Internal review process

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review.

Internal review requests should be submitted within two months of the date
of receipt of the response to your original request and should be
addressed to the Freedom of Information Office, Student Loans Company
Limited, 100 Bothwell Street, Glasgow, G2 7JD, or by email:
[SLC request email].  Please remember to quote the reference number
above in any future communications.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
