Statistics for the number of refusals to issue British Citizen passports where the applicant has a certificate of entitlement to a right of abode

I kindly request the statistics in respect of the number of first British Citizen passports that been been issued and refused to applicants who have previously been issued with certificates of entitlement to a right of abode pursuant to regulation 6 of the Immigration (Certificate of Entitlement to the Right of Abode in the United Kingdom) Regulations 2006 (and its predecessor) with reference to section 2(1) of the Immigration Act 1971. I seek the number of such applications that have been made in the previous year, and the number of such applications that have been approved in the previous year. (Please note the specific basis on which the certificates have been issued.)

I am writing to request an internal review of HM Passport Office's handling of my FOI request 'Statistics for the number of refusals to issue British Citizen passports where the applicant has a certificate of entitlement to a right of abode'.

My request was refused because, to use the words of the author of the response, the investigation would require manually reviewing each application that was lodged with HMPO over the previous year, and this was deemed to be too laborious and costly. However, this begs the question of whether and the way in which HMPO audits and monitors its performance, if at all. One would expect there to be an electronic record of the number and types of applications that are submitted and the outcomes of those applications in order for HMPO to properly budget for its capacity to handle such applications. Therefore, I find it hard to believe that such a record does not exist, and I kindly request an internal review for this reason.
