Statistics for patient transfers

Waiting for an internal review by Northern Ireland Ambulance Service Health and Social Care Trust of their handling of this request.

Dear Northern Ireland Ambulance Service Health and Social Care Trust,

Non-Urgent Patient Transfer Services (EAC & NEAC) – Can you please provide a breakdown by trust and provider of the number and costs of patient transfers carried out by the Private and Voluntary Ambulance Services for each Health Trust in NI for the period January 2021 to May 2022.

In order to process your request fully can you please confirm if your question relates only to inter hospital transfer carried out by Independent Services ie transfer of a patient from one hospital facility to another hospital facility ie the Ulster Hospital to the Royal Hospital or whether your question relates to any journeys carried out by Independent Services ie pt taken from home address to hospital appointment.

Thank you for the email below and I would confirm receipt of same. An internal review can be requested if:

• It is believed that the response provided to the request was not dealt with within the 20 working day time limit;
• All the information requested is not received;
• A reason for the request being refused is not received;
• It is felt that exemptions have been wrongly applied, and/or;
• It is felt that a fee has been wrongly applied

Your request is continuing to be progressed and therefore I would advise we are unable to take forward an internal review at this time.

Kindly check your dates.

It is now 15 August 2022.

It has taken considerably longer than 20 working days to process my query of 20 June 2022.

The Trust waited until 7 July before requesting a clarification which I promptly provided on 8 July. Such a clarification does not reset the clock on the statutory period. Furthermore, even if it did, it is now 5 weeks since that clarification - far more than the 20 working days, even allowing for intervening bank holidays.

My request for an internal review is therefore valid according to your own message.

Failure to undertake such a review will regrettably give me no alternative but to raise the matter with the ICO.
