Start of contract with TCS

The request was partially successful.

Dear Security Industry Authority,

You announced in August 2013 that you had awarded a five year contract to process licensing applications to Tata Consultancy Services (TCS). The new service was due to start in June 2014. This does not appear to have occurred. Could you please provide any documentation available that might explain:
i) why the start of this contract has been delayed
ii) when TCS will actually take over from BT/LDL as the provider of these services.

After considering your request, the SIA’s response is as follows:
In August 2013, TCS and SIA entered into a contract for TCS to deliver and maintain an IT Managed Service for SIA. SIA and TCS agreed to terminate this contract for mutual convenience with effect from 31 January 2014.

Could I also point out that you have not provided copies of any documents - i.e. reports, correspondence, emails, etc., substantiating your statement. My information request asked specifically for documentation. So I would also ask you to please provide copies of the original documents on which the statement is based.

I submitted this request on 23 October 2014, and received a response from you on 13 November that did not actually provide what Ihad requested, although it did clarify that the TCS contract had been terminated in January 2014.
On 13 November I asked a further question based on the information in your response, and on 19 November I reminded you that you had not provided the information I had requested originally. Apart from automatic acknowledgements, I have heard nothing further.
I would remind you that while my communication of 13 November may be considered an additional FOI request, the original request is still outstanding.
Could you please provide an update on the progress of a proper response to my original request, which should have been provided by 20 November 2014

Dear Security Industry Authority,

I am writing to request an internal review of Security Industry Authority's handling of my FOI request 'Start of contract with TCS'.

Your response of 12 December stated that you considered the documents requested to be exempt under Section 43 of the FOIA. However, you did not explain why this exemption is engaged, nor do you appear to have applied a public interest test, as you are required to do under the Act, according to the Information Commissioner's guidance notes on this exemption (https://ico.org.uk/media/for-organisatio...).
I would therefore ask you to undertake an internal review of my request.
