Under the FOI Act, I would like to know what have the percentage increases for staff salaries and borough councillor allowances been for the last five financial years.
Specifically, what have the percentage increases for staff salaries at the senior level vs. the lower grades over the same time period.

following request:

I would like to know what have the percentage increases for staff salaries
and borough councillor allowances been for the last five financial years.
Specifically, what have the percentage increases for staff salaries at the
senior level vs. the lower grades over the same time period.
Swindon Borough Council contracted employees’ pay is negotiated by the
National Joint Council (which is made up of the National Employers,
UNISON, GMB and Unite) and covers councils in England, Wales and Northern
Ireland.
Before local councils like Swindon Borough Council can increase pay, the
National Employers need to be able to reach a formal agreement with all
three unions.

I have attached pay scales that cover the following years.
* April 2014 – March 2015 - *See additional notes below
* April 2015 – March 2016 – *See Additional notes below
* April 2016 – March 2017 – 1%
* April 2017 – March 2018 – 1%
* April 2018 – March 2019 – 2%
(part of a 2 year pay deal where a similar % will be applied
for April 2019)

The agreed pay offer is below:
* £1,065 (8.56 per cent) on Spinal Column Point (SCP) 5 with effect from
1 January 2015
* £1,000 (7.93 per cent) on SCP6 with effect from 1 January 2015
* £800 (6.19 per cent) on SCP7 with effect from 1 January 2015
* £550 (4.13 per cent) on SCP8 with effect from 1 January 2015
* £350 (2.55 per cent) on SCP9 with effect from 1 January 2015
* £325 (2.32 per cent) on SCP10 with effect from 1 January 2015
* 2.2 per cent on SCPs 11 and above with effect from 1 January 2015
* Removal of SCP5 with effect from 1 October 2015
* £325 non-consolidated payment on SCPs 5, 6 & 7 to be paid in December
2014 (pro-rated for part-time employees)
* £150 non-consolidated payment on SCPs 8, 9 & 10 to be paid in December
2014 (pro-rated for part-time employees)
* £100 non-consolidated payment on SCPs 11-25 inclusive to be paid in
December 2014 (pro-rated for part-time employees)
* 0.45 per cent of proposed new salaries on SCPs 26-49 inclusive, of
which £100 to be paid in December 2014 and the remaining balance to be
paid in April 2015 (pro-rated for part-time employees)

2015-2016 £7,880 2.2% - took it from £7,710 to £7,880 2.2%
2016-2017 £7,959 1% - took it from £7,880 to £7,959 1%
Increased from £7,959 to £8,090 as a
result of changes recommended by the
2017-2018 £8,171 Independent Remuneration Panel. Also 2.6%
agreed a 1% increase which took it from
£8,090 to £8,171
Increased from £8,171 to £8,220 as a
result of changes recommended by the
2018-2019 £8,384 Independent Remuneration Panel. Also 2.7%
agreed a 2% increase which took it from
£8,220 to £8,384

The complaints/review procedure involves a full review and an examination

contacting the Council. Generally, the ICO cannot make a decision unless
you have exhausted the Council's own complaints procedure.
