I am writing to request an internal review of Hillingdon Borough Council's handling of my FOI request 'Staff Involved in Managing the APCOA Contract'.

This request is being delayed deliberately and is now very late. It would seem to me that the delays are because the council is embarassed about mismanagement or possibly some sort of a cover up.

I am writing in response to your request for information. Please accept

As I understand it you are seeking the following information:

 

How many salaried staff are directly involved in the APCOA contract? 

Please include part of jobs, for example finance team member that manages
four contracts including APCOA, would contribute 0.25 of a post.

What is the cost of the staff that manage the APCOA contract?

We decline to provide a response pursuant to section 12 of the Freedom of
Information Act 2000. This is on the basis that it will take us over 18
hours of work to identify all the officers that are in contact with,
manage and process data with APCOA.

 

We have taken into account the difficulty of identifying which officers
are involved in APCOA as they do not record time spent working on APCOA.
          

 

If you wish to request an internal review of our response you should
write, within 2 months, to:

It should be noted that APCOA has a number of different contracts with the LBH which cover a number of areas. In relation to parking there is a contract manager and that under legislation the council may make recharges against the parking revenue account.

There is an option here and that is to request the full parking revenue accounts which includes income and outgoings. In that way you will see how much money goes to APCOA and what is spent internally
