Thank you for your request for information, which was received on 10^th

2000.  Please accept my apologies for the delay in providing you with a
response.
 
The specific information you requested was as follows:
 

 1. I require ALL data printouts that the Highway Department hold from ALL
speed monitors (3) at separate points along the lower end of Kings
Road, Llandybie, Carmarthenshire to include identical copy data to
what Councillor Anthony Jones had privileged access thereto.

 
Speed monitoring data sets attached.
 
      

 2. Copy of ALL current and previous privileged criteria’s and
calculations Councillor Jones has relied upon that prohibits residents
of Kings Road, Llandybie from enjoying an improved road safety
initiative.

 
CRITERIA:
All requests for traffic calming measures are referred to the multi-agency
Speed Management Group in accordance with the Council's Speed Management
Strategy. On the 13th Dec. 2010, the Council's Executive Board Member for
Environment and People Management approved the Speed Management Strategy:

The Speed Management Group is a multi-agency partnership between Dyfed
Powys Police Roads Policing and Community Safety Units, the Wales Casualty
Reduction Partnership and the County Council’s Road Safety and Traffic
Sections.  The Group examines speed monitoring data obtained from
automatic traffic counters to decide on a course of action. The results of
speed enforcement activities undertaken by the Roads Policing Unit and
GoSafe are reviewed at subsequent meetings of the speed management group.
 
CALCULATIONS:
On the 7th Dec. 2016, the multi-agency speed management group considered
the speed monitoring results for Kings Road, Llandybie.
Please refer to the attached spreadsheet indicating the summary speed
monitoring data for Llandybie.
 
At the SMG meeting held on the 7th Dec 2016 it was decided that concerns
about speeding should be addressed via the community speed watch
initiative. On 8^th Dec 2016, Sgt. Price of GoSafe instructed his Police
colleagues to implement the speed watch initiative on Kings Rd, Llandybie
and other locations “as the 85%ile speed data suggests them to be below
the ACPO Threshold of prosecution in most cases”. He also acknowledged
that even though the speed data creeps over the threshold at one or two
locations, they are not suitable for GoSafe. However he tasked his
colleagues’ Neighbourhood Policing Teams “to link in with the community to
canvass any desire for setting up a community speed watch” at those
locations.
 

 3. What lawful instrument is Carmarthenshire County Council relying upon
in preventing an improved road safety initiative taking place at the
most narrowest along Kings Road, Llandybie, Carmarthenshire SA18 2TN.

 
The 1980 Highways Act places a duty on the local authority (the highway
authority) to maintain the highway. The 1988 Road Traffic Act makes
provision for the local authority to undertake studies into accidents, and
to take steps both to reduce and prevent accidents.
 
The County Council is required to take reasonable care of the highway to
protect the safety and wellbeing road users. The extent and nature of the
County Council's road safety improvement programmes depends upon the
availability of finance, staff, facilities and time. Limited budgets place
restrictions on the road safety improvement programmes that the County
Council is able to implement.
 
In partial fulfilment of its statutory duty to take steps to both to
reduce and prevent road traffic accidents the County Council developed its
speed management strategy, refer to Q 2 above, to deliver a coherent
approach by the Police and the County Council to both encourage and
enforce safer speeds.
