Dear Mr Hawthorne

Freedom of Information: Right to know request

Thank you for your request of 26 September 2020, in which you asked for
the following information:

“1. The terms of reference for Spectrum

2. The number of Spectrum members as of the date of this request

3. The date and title of each Spectrum blog post from 1 April 2019 or the
period over which this report covers (whichever is longer) until the
date of this request

4. A copy of each Spectrum blog post from 1 April 2019 or the period over
which this report covers (whichever is longer) until the date of this
request

5. An organogram of the Spectrum leadership/committee members by
reference to the position held and not by name.

This is not a request for personal data. Please redact personal data where
necessary.”

We have processed your request in line with the provisions of the Freedom
of Information Act 2000 (FOIA) and our response is set out below.

Our decision on your request

Question 1:

The terms of reference of Spectrum are reflected in the Vision and Mission
statement of the organisation. These are:

VISION:

Connecting Voices, Unlocking Potential, Driving Change

MISSION STATEMENT:

We Connect Voices by: bringing all people together and building an
inclusive and diverse community

We Unlock Potential by: challenging bias to recognise all talent and
empowering individuals to grasp opportunities

We Drive Change by: Being a strategic partner to the organisation’s
leadership, challenging and advising to deliver impact and effect
meaningful change

Question 2:

As at the at the date of your request, there were 499 members in Spectrum.

Question 3:

The requested information is included in the table below. Please note, the
name of an FCA employee referred to in one of the blog titles has been
redacted, as it constitutes the personal data of the named individual.

Question 4:

We hold the information you have asked for, but we are unable to disclose
it to you, as we are of the view that the exemption in section 40(2)(b)
(Personal information) of FOIA is engaged.  This is because the content of
the blog posts concerned reflects the political and personal views of
their authors, which represent ‘special category’ personal data for the
purposes of article 9 of the General Data Protection Regulations (GDPR)
and which we are prohibited from disclosing unless a relevant exemption
applies.

For further details on why this exemption applies, please refer to Annex A
below.

Question 5:

Spectrum does not have a formal organogram; however, the current make-up
of the organisation is:

Full committee (with a focus on strategy: meets quarterly)

Sub committees:

o Innovation
o Communication
o Evaluation & Events (Design)
o Diversity of BAME

A number of people have left and joined the committee. The committee is
currently going through a restructure, so each sub-committee is currently
vacant.

Co-Chairs:

o Associate
o Vacant

Treasurer:

o Associate

Committee Members:

o Associate x21
o Head of Department x4
o Manager x2
o Technical Specialist x1
