Dear Northumberland County Council,

Can you please provide me with the following information regarding
Special guardianship financial support.

1) Does Northumberland council follow the DfE method
of assessing Special guardianship allowance. If not please provide
infomation as to the method used.

2) What is the maximum payment for a child.

a) Pre school age
b) Primary school age
c) Secondary school age
d) Over 16

3) Is the maximum payment based on recommended core foster care
rates

4) Does special guardianship rise each year in line with the
increase in core fostering rates.

5) Is the financial assessment where children were previously LAC
different to the financial assessment for children who were not
LAC.

6) What deducations, if any, are made from Special guardianship
allowance, ie, Child benefit, Child tax credit.

7) If a carer is in receipt of Income support are any deductions
made from Special Guardianship allowance, ie, Child Benefit, Child
tax credit

FREEDOM OF INFORMATION ACT REQUEST

I refer to your Freedom of Information request in relation to special
guardianship financial support

Right of Access

Section 1(1) of the Act provides any person making a request for
information to a public authority is entitled.

(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request (which Section
1(6) of the Act designates as the "duty to confirm or deny"), and

(b) if that is the case, to have that information communicated to him.

The right is to obtain access to the information itself and not to the
document or record which contains it.

The Act creates a general right of access to information held by public
authorities subject to various exemptions.

1) Does Northumberland council follow the DfE method of assessing Special
guardianship allowance. If not please provide
infomation as to the method used. 
In general we follow the DfE non-statutory advice in the (now rather old)
publication Standardised means test model for adoption and Special
guardianship financial support, updating aspects of this guidance which no
longer fully reflect the benefits system, with one exception as indicated
below.

2) What is the maximum payment for a child.

a) Pre school age - 0-4 years £126.98 per week
b) Primary school age - 5-10 years £144.69 per week

c) Secondary school age - 11-15 years £180.04 per week

d) Over 16 - 16 + years £219.03 per week

3) Is the maximum payment based on recommended core foster care
rates - Maximum payments are based on the weekly allowance rates that
Northumberland County Council pay foster carers. This is above the DfE
recommended minimum weekly fostering allowance rate.   

4) Does special guardianship rise each year in line with the increase in
core fostering rates. 

Yes

5) Is the financial assessment where children were previously LAC
different to the financial assessment for children who were not LAC. - No

6) What deducations, if any, are made from Special guardianship allowance,
ie, Child benefit, Child tax credit. - Child Benefit attributable to the
child(ren) being placed is deducted from the "Amount of payment" figure to
produce the "Final payment" figure, as provided for in the DfE
spreadsheet.

7) If a carer is in receipt of Income support are any deductions made from
Special Guardianship allowance, ie, Child Benefit, Child tax credit -
Child Benefit attributable to the child(ren) being placed is deducted, to
ensure that the financial outcome for special guardians is not more
favourable than the financial outcome for foster carers paid allowances
based on the same needs.
