total costs required to take a member of the Special Constabulary from

Dear Mr Hodder

I write in connection with your request for information dated 29^th July
concerning how much it costs to take a member of the Special Constabulary
from initial application through to their first duty.

Your request for information has now been considered and the information
asked for is below.

Please find a breakdown below of the costs incurred by Avon and Somerset
Constabulary to take a Special Constable from initial application through
to their first duty.

Recruitment = £687 (ready reckoner)
Uniform = £634.14
Training Course = £938.80
Drug assessment = £93.85
Vetting costs = £28.58 (average)
Total = £2382.37

In order to work out the recruitment cost per special constable we have
had to use a ready reckoner. This is done by combining the recruitment
personnel’s salaries for those who are employed specifically to deal
with special constable recruitment and also includes National Insurance
contributions. This figure is then divided by the number of special
constables employed in a year to provide the average cost to recruit.

Medical assessments are also carried out. However, to try and work out
costings for this and break this down would invoke an exemption in the
form of Section 12 – the fees limit. Rather than invoking this
exemption, which would then in turn exempt the whole request, we wanted to
provide you with as much as possible in order to assist you.

Vetting costs have been provided at an average cost. This is due to the
fact that no vetting check will take the same amount of time as some
individuals will have more family members than others as well as
individuals currently/previously residing outside the force area.
