Could you please email me the SouthEastern Penalty Fare rules which I understand you hold a copy.
This is an urgent request under the Freedom of Information Act as it does not seem this information is available online at National Rail or any other organisation.

Dear Kate O'Reilly,

Sadly the document you have referred to is NOT the one I requested.This document does not contain the rules governing the issuing of Penalty Fares. This document is not in the public domain although I agree that it ought to be. I understand that you do hold copies of Penalty Fare rules for all train companies and would ask again that you supply me with a copy of the Penalty Fare Rules 2002 and the approved Penalty Fare Scheme for SouthEastern trains without further delay. I know that you have received similar requests before and would appear to have provided the information requested.

Let me also reiterate that my original request was made under the Freedom of Information Act and the rules applying to that Act do therefore apply.
