Dear Ms Taylor please see my responses below:
1. What Software Systems are currently used by the Council for Planning,
Building control and Public Protection?
Currently East Hampshire District Council uses Acolad for Planning,
Building Control and environmental health functions including commercial
activities including food businesses, piercings, tattooing etc. It is also
used for polution monitoring etc. In addition the Licensing team use
Lalpac.
2. When does each contract expire ?
Both contracts are currently on a rolling annual basis.
3. Do you have any planned upgrades of the software? If so, when?
Upgrades are undertaken on a regular basis was issued by the suppliers.
Some system elements are directly upgraded by the suppliers, others are
undertaken by out in-house IT specialists.
4. How much does each system cost annually?
Lalpac costs around £12,000 per annum. Acolaid is lcensed by module and
some modules are shared. In addition both the Building Control and
Planning teams use more than one module to deliver the service. The
following are to total costs:
Building Control                     £7500  (3 modules)
Planning                              £23600 (12 modules in total)
Environmental Health            £9500 (1 module)
In addition all three shared a document management system (DMS) which
costes £14,600 per annum.
N.B. There are other modules in use which also use the DMS.
5. Are you planning to go to market for a different Software System? If
so, when?
There is currently a project to look at the replacement of all regulatory
services system however only the Building Control service are at the point
of drawing up a specification. The other services are still working though
the process. There is no firm date for replacement and the project is
being run jointly with out partner council Havant Borough Council and may
ultimately be a full joint procurement for all 3 services.
6. How many users / licenses of the system do you have at the council?
These products have system/module licences which allow a number of
concurrent users. Licences as follows:
Building Control          10
Planning                      24
Environmental Health  20
Lalpac  - licenced for the application, no limit on users.
7. Who is the person responsible for your Software System? Please provide

My apolocies in my response the licence information for Lalpac was
incorrect. It should be 9 user licence rather than a single application
licence.
