I did not mention they were court papers all i asked for was her working adress to give her paper nothing to do with court i find this very disterbing as you asume what papers i hold for yvonne kapungu so i request again for her new working adress as she is still registered to gravesend and they are unwilling to provide me with this information.

This is being dealt with as a follow-on query to your previous request,
under the same reference number FOI/14/0016.

 

The Freedom of Information Act (FOIA) does not legislate for such
follow-on requests and therefore there is no statutory timeframe for us to
respond within.  However, I will endeavour to supply the data to you as
soon as possible but no later than 14 February 2014 (20 working days from

Thank you for your email of 18th January and your request for review of
1st February. 
 
Firstly, please accept my apologies for presuming that the papers you
wanted to serve on Yvonne Kapungu (as you stated in your original request)
were court ones. The term "serving papers" usually only applies to legal
papers hence our assumption.
 
We do not hold information about Yvonne Kapungu's new/current working
address as she is no longer a Kent County Council employee; she actually
left September last year. 
 
The address for the Gravesend Family Support Team that Ms Kapungu used to
work for is Joynes House, New Road, Gravesend, DA11 0AT. Please send any
non-legal correspondence for the attention of the Team Manager, Ms Juliet
Broadley.
 
Any legal papers should be directed to the Director of Governance and Law,
Kent County Council, County Hall, Maidstone, ME14 1XQ as we advised you in
our original response of 14th January.
 
With regard to your request for review on the basis that our response is
overdue, I should like to point out that this is not the case. You
submitted your original request to us on 3rd January and we replied to you
on 14th January, 7 working days from receipt and well within the
20-working day limit. We then have a further 20 working days to deal with
any complaints or queries arising from the response we provided, so we
will not be "overdue" until 14th February.
 
Any system generated reminder emails you receive from the whatdotheyknow
website will be triggered by the status of your request which is dependent
on your management of the request. If you do not tell the
whatdotheyknow system that you have received a response, it will send out
emails accordingly. However, you will need to speak to the whatdotheyknow

you consider there has been technical issue with their system.

I find it very hard to believe that you dont hold a new working adress as im sure she recieves a lot of corespondance if you give me the excate date and please tell if this social worker was asked to leave or left of her own accord

As stated, Yvonne Kapungu left last September (of her own accord) and Kent County Council does not have a record as to who she may be working for now or where. KCC has no need to routinely collect information about its ex-employees' current employment status. Prior to leaving, her social services clients/case load would have been reassigned to other social workers so any work related correspondence addressed to her personally since September would be handled by either her manager or her colleagues.

As I have advised you previously, if you wish to make a complaint about KCC Children's Social Services or a particular social worker, then you should either follow the Children's Social Services complaints process http://www.kent.gov.uk/childrens_social_...,

If you want to contact Ms Kapungu regarding a private matter that is unconnected with either Ms Kapungu's employment or any of the services provided by KCC or its employees, then no, you do not have to go through Kent County Council.

However, if the papers you want to give to Ms Kapungu are regarding any decisions/actions taken by her when she was employed by KCC in her capacity as a social care professional, then it is KCC, as the Local Authority, that is responsible for dealing with any requests, enquiries, issues or concerns arising from its employees' (or ex-employees') actions, not the individual employee (or ex-employee) themselves.

I reiterate my previous advice regarding courses of action that you should now pursue if you remain unhappy:-

If she is employed by Medway council, she is employed by KCC, who have denied this.

Although Medway is in Kent it is a Unitary Authority, seperate to KCC. There Bob has NOT been lied to.

You asked why I hve involved myself in your search, questionig the fact that I have recently joined. I was curious about the site, saw a name that i recognised and thought that I would assist by suppliying you with the address that you had been seeking. My membership is very recent because I joined in order to be able to provide you with the information that you were seekng. Nothing more sisnister than that. I have no connection to the person i question, but she has a very unusual and memorable name.

I not understand why you might be having difficulties, as I have provided you with the correct work address for the person that you seek.
