I am writing to request an internal review of South Lanarkshire Council's handling of my FOI request 'Social Work Referral timescales'.

i appreciate that not every single referral coming to reception services becomes an allocated case. You make reference that all cases are usually resolved and dealt with within 1-2 days. This does not seem accurate as experiences indicate that at times there has been a backlog of sometimes excess of 500 cases waiting to be action-ed and resolved. Can i clarify that at no times referrals to reception services are never waiting to be resolved but ALL referrals are fully resolved or passed to local team within 1-2 days ?

Dear Mr Simpson,

 

Unfortunately it is not within the remit of the Review Panel to check the
accuracy of information held by the Council. It can only look at whether
information is held and if so whether there is any reason for the
information not being provided to the requestor.

 

However, I referred your enquiry to Social Work Resources who have
responded as follows

"All referrals to reception services are initially screened to determine
the best course of action.  Those cases that are already known to local
offices are forwarded as are those that require follow up action by the
local office, these are dealt with in 1-2 days.  Those cases that are
screened as requiring no response will be logged for information, as of 12
December 2017 these referrals are being logged within 1-2 days also”.

 

Given this response, please could you advise me as to whether you wish to
continue with your request for a review.

Thank you for the initial response and for gathering more information.

The response to my initial request indicated there was no information held on many of the points. I am aware the IT system is able to pull information of when a referral is made to the council and when it is either closed down or passed to local team. It was apparent there were times in recent months when there was upwards of 500 cases waiting to be screened, action-ed and either closed or passed to local office. As such it would be apparent that additional information should be held on some of the points where i was advised information not held. As such i would appreciate if you would proceed the review where i was informed information was not held.

I acknowledge receipt of your below email dated 19 December 2017  in which
you asked for a review as you were unhappy with the way that the Council
dealt with your request for information.  The reason why you are unhappy
is that the Council refused to comply with certain requests arguing that
it did not hold the requested information and you do not believe that to
be the case.

 

The Council is processing your request for a review.  It will advise you
of the outcome of the review no later than 18 January 2018.

 

Staff not involved in the original decision will handle the review.

 

If you are not happy about the outcome of the review, you can appeal to
the Scottish Information Commissioner.  The Commissioner will decide
whether the Council has dealt with your request properly.
