Under the Freedom of Information Act 2000, I kindly request the following information on social care support (as set out in Section 8 of the Care Act 2014) and funding for the purposes of social care support for working age adults with a learning disability in your local authority area.
Where questions refer to ‘learning disability’, please include individuals with ‘learning disability’ as their primary support reason.

1. How many working-age adults (aged 18-64) with a learning disability had the care and support hours allocated in their care package reduced in:
a. 2018/19
b. 2017/18
c. 2016/17
d. 2015/16

Please include in your answers both those who are part and fully local authority funded. Please note following caveats in relation to providing this data:

• All data
o For 2014/15 and 2015/16 we are unable to provide data for these years before the introduction of Mosaic.
• Q1, Q2, Q3, Q4
o To calculated a reduction in hours/cost for Q1, Q2, Q3, Q4 we have looked at the hours/cost per person on the 31st March of the previous year compared to the 31st March of the reporting year.
o We are unable to compare people where there has been a change in service e.g. Switch from Dom to Res. This would be included in a reduction of hours.
o For 2016/17 the comparison start date is 20/06/2016 due to the introduction of Mosaic.
• Q8, Q9
o For 2016/17 the data has been apportioned using data taken from 01/10/2016 to 31/03/2017 due to the midyear introduction of Mosaic. The data used was the data used within the SAC Return.
o The reduction in 2018/19 in the number of Concerns and Enquiries in comparison to 2017/18 is due to a change in practice and the removal of inappropriate concerns within 2018/19. Again the data used was the data used with the SAC Return.
