Dear Juliet

Although I'm not sure what has happened we must've received the request as we acknowledge all requests we receive. All I can think is that our system may have filtered it out as sometimes it can be a little over zealous at times. Sorry for the inconvenience caused.

Although we will try and respond to your FOI quickly I cannot guarantee this will be before the 20 working day deadline. I can see it asks several questions and may take some time to collate the answers and therefore may take 20 working days. Would you still like me to go ahead and log it?

Kind regards,

Dear Juliet Atkins

Freedom of Information Act 2000 – Ref: 2361/1920

Thank you for your correspondence received on 10 March 2020.  The current
Coronavirus situation has meant that there has been a delay in responding
to you. We apologise for this delay.

In response to your request I can now provide the following information.

1. How many working-age adults (aged 18-64) with a learning disability had
the care and support hours allocated in their care package reduced in:

a. 2018/19

b. 2017/18

d. 2015/16

e. 2014/15

Please include in your answers both those who are part and fully local
authority funded. Please include in your answer care and support hour
reductions where the reduction relates to a reduction in the care worker
ratio (e.g. where 1:1 hours have been changed to shared hours). Please
exclude those who stopped receiving a package for the reason ‘deceased’.

We do not record actual delivered hours within our case management system.
In order to provide this information we would need to manually match
clients against our procurement / finance system. The Freedom of
Information Act makes provision for public authorities to refuse requests
for information where the cost of dealing with them would exceed the
appropriate limit. We estimate that it will take us in excess of 18
working hours to retrieve and extract the information required to answer
this question and therefore consider it exempt under Section 12 of the
Freedom of Information Act.

Freedom of Information Act makes provision for public authorities to
refuse requests for information where the cost of dealing with them would
exceed the appropriate limit. We estimate that it will take us in excess
of 18 working hours to retrieve and extract the information required to
