I understand that the Council recently tendered for a new case management system for social care.

Q1: How much did the procurement and evaluation process cost? If this was delivered in partnership with a third party, please separate out fees to the third party and manpower costs for BCC
Q2: Which company was awarded the contract?
Q3: Which product was selected?
Q4: What is the price over 5 years of the chosen solution - please include in your total the initial software cost, the supplier implementation costs and the annual support/maintenance charges over the 5 year period. If the solution is to be hosted by a 3rd party, please separate out that element of price. Given that I am not asking for granular detail, only for the price over 5 years, I will not accept a refusal to supply this information

The Social Care Database used by Birmingham City Council for Adults and
Children’s is CareFirst.

Questions in relation to CareFirst are not subject to FOI as the contract
is held by Service Birmingham. Service Birmingham won the contract that
went through an OJEU process in 2006 to exclusively supply ICT to BCC. The
contract with Service Birmingham was extended in April 2011 and ends in
2021.

If you are not satisfied with the decision, you may ask for an internal
review by officers not involved in the handling of this original request.

Dear Birmingham City Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Birmingham City Council's handling of my FOI request 'Social Care Case Management System'.

In Q1 I specifically asked you to provide the procurement costs broken down into Council costs and third party costs. If the procurement was managed by Service Birmingham then they (as third party) will have charged the Council a price for these services. Please provide this price.
Q2 & Q3: It is not reasonable to withhold the name of the winning bidder. or the product which has been purchased This information must be held by the Council, regardless of which entity carried out the procurement. It beggars belief that a mission-critical IT system which will be used by hundreds of council staff is going to be anonymous. Please provide this information without further delay, or explain yourselves to the ICO
Q4: The Council will be paying Service Birmingham for this product. You are required to disclose this price. I did not ask for the amount which Service Birmingham is paying the software supplier, I asked for the amount which the Council is paying. Please provide this information without further delay, as required by the FOIA.

Thank you for this partial response. However, you have not provided a review as required by the FOIA, as I do not know whether my request was upheld or not.

Furthermore, you have only provided some of the information requested. You have cited an exemption but have not indicated which information this is being applied to.

I note that you have not named the supplier of the replacement system, nor the name of the replacement system. This is unacceptable.

I will give you a reasonable period in which to provide me with a formal outcome to my request for internal review, and then I will write to the ICO.

I'm sorry, but you STILL have not completed an Internal review as defined by the FOIA.

I may choose to refer to the ICO at this point, though the correct process would be for the Council to complete its Internal Review, inform me of the Internal Review findings and then I'm at the right point in the process to initiate the tribunal process.

Let me be clear - you have not stated whether my request for internal review was upheld or not. I guess it wasn't, since you haven't provided the requested information, but there is no evidence that an impartial officer has reviewed the initial process and considered whether it came to the right conclusion.

We can confirm that the response you received was following a review of
the initial request and the response provided.

We can confirm that the review was carried out by a panel of officers who
were not previously involved in the initial response. The panel's findings
were that original response was inadequate and therefore a revised
response was issued. This response took in to account that some of the
information requested would fall under an exemption.
