I am writing to request information under the Freedom of Information Act regarding social care case management, joint funding agreements and deferred CHC Assessments.
Please can you fill out the below questions relating to the social care case management system and joint funding agreements used at your organisation for both Adult and Children's Social Care if relevant

Social Care Systems and Service Providers-

1. Does your local authority use social care case management system(s)? If so, please list the name of the supplier(s).
2. What is the contract start date for your Social care management supplier? (dd/mm/yy)
3. What is the contract end date for your Social care management supplier? (dd/mm/yy)
4. What was the annual cost of your social care management supplier(s) for the financial year 19/20 (April 2019 - March 2020)?

Deferred CHC Assessments-

Due to the suspension of the continuing healthcare (CHC) processes in March 2020, CCGs and LAs had a backlog of deferred assessments for people who would have normally been assessed for CHC.

10. How many deferred Care Act Assessments for CHC cases did the local authority have in its backlog as of the 1st September 2020?
11. How many deferred Care Act Assessments for CHC cases did the local authority have left to complete on the 1st March 2021?

Thank you for your request received on 22.03.2021 for information under
the Freedom of Information Act 2000 or the Environmental Information
Regulations 2004.

 

In normal circumstances your request should receive a reply by 21.04.2021
however because of the Corona Virus COVID-19 pandemic we have had to
adjust the service we are able to offer.

 

This is because we are focusing our resources on supporting the local
response to the pandemic and providing essential services such as social
care for adults and children, the Southend Corona Virus Helpline and
financial help for residents and businesses.

 

All staff who can are working from home and some are being redeployed to
support key services. In addition, some staff are self-isolating or absent
because they or a member of their household has or may have the COVID-19
virus.

 

In addition, while the government restrictions on workplace attendance are
in force, we are not able to gain access to physical records held on site
rather than electronically.

 

All this means that we may take longer than usual to respond to your
request or may not be able to respond to it at all.

 

 

I would be grateful if you would consider whether you can help us focus
our resources on helping our vulnerable residents and businesses by
deferring your request to another time.

 

If you are willing to withdraw your request, please reply to this email
with the word ‘withdrawn’. Your help would be very much appreciated.

• Other. Funding agreements are either 100% Social Care, 100% Health
funded or on a 50/50 basis. 

 8. How many people were covered by joint funded packages of care as of
1st March 2021?

• As of 31/03/2021, our data shows that there were 107 clients with a
shared package.

 9. What was the annual cost to the local authority for joint funded
packages of care for the financial year 19/20 (April 2019-March 2020)?

• Due to the way that packages of care are recorded, we are unable to
provide a split of the cost applicable to our ourselves and Health.

 

Deferred CHC Assessments

Due to the suspension of the continuing healthcare (CHC) processes in
March 2020, CCGs and LAs had a backlog of deferred assessments for people
who would have normally been assessed for CHC.
