SMP review process of Avon and Somerset IOD pensioners
Dear Avon and Somerset Constabulary/Police
Could you please inform me of the qualifications of your SMP Dr Johnson
to conduct reviews on IOD pensioners within your force area.
Especially in the area of mental health issues,depression and anxiety.
Could you also inform me when and where these qualifications were obtained,and the year they were gained.
Please also supply me with the SMPs General Medical Council number.
His relevant training in the area of conducting police IOD reviews and all professional bodies he is affiliated to.
Please advise me of any department of the Avon and Somerset Constabulary/Police who has advised the SMP or instructed the SMP
on any decision he should come to in relation to the review process taking
place.
Please advise me if the SMP will be providing a narrative report that sets out his assessment process,conclusions and reasons for them.

Dear Mr Ciddelapaz
I write in connection with your request for information dated 17^th
January concerning Dr Johnson.
Specifically you asked:

We have already provided this information to you in our response to your
FOI reference 1245 dated 3^rd December 2014. I have included the email
again for ease of reference.
3 Please also supply me with the SMPs General Medical Council number.
The information you have requested is publically available online.
Therefore, this information is exempt under Section 21 – information
reasonably accessible by other means. Information concerning GMC
registration numbers is available on the General Medical Council website.

In accordance with the Act, this represents a Refusal Notice for this part
of your request.
4 His relevant training in the area of conducting police IOD reviews and
all professional bodies he is affiliated to.
Dr Johnson is a Consultant Occupational Health Physician with wide
experience including as a Force Medical Adviser. Past experience as
Military Medical Officer, so specific training in PTSD and musculoskeletal
injury in addition to normal occupational medicine. Past experience of
Police/Police Pensions including NPIA training and training for appeal
boards.
5 Please advise me of any department of the Avon and Somerset
Constabulary/Police who has advised the SMP or instructed the SMP on any
decision he should come to in relation to the review process taking place.
As required by regulations and the Home Office guidance the SMP receives a
referral from the Force Medical Adviser. He then liaises with the pension
authority (the Chief Constable) who has delegated this responsibility to
HR.
6 Please advise me if the SMP will be providing a narrative report that
sets out his assessment process, conclusions and reasons for them.”
The answer to this question is not documented. As you may be aware the
FOIA relates to recorded information, and there is no requirement to
create an answer to satisfy a request.

What specific training he had in relation to PTSD issues and qualifications in relation to psychiatry in particular.
If this was some time ago is he conversant with up to date treatment.
To sum up is he qualified to examine IOD police officers who have been assessed and treated by a qualified person in this field.
