Please provide a current list of commercial properties not
receiving small business rate relief

Please can you provide me with the following information under the Freedom Of Information Act 2000:-

A complete list of addresses and rateable values of Commercial
properties within Manchester up to a rateable value of
£12,000 whose rateable values are eligible for, but not currently receiving small business rate relief.

Consequently the information you seek can be determined using publically
available information (our list and the information on the Valuation
Office Agenecy website giving details of all properties within the city).

Dear Mr. Dee

As I have stated the information you require can be determined from
information that is already available in the public domain.

The valuation office agency website allows you to search all properties
within the city by Rateable value and the Council provides a list of all
those that get relief.

By deduction those that do not get relief can be identified.

Under these circumstances I do not consider that your FOI request need be
addressed further.

If you wish to have my decision reviewed please let me know and a review
will take place.

Dear Manchester City Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Manchester City Council's handling of my FOI request 'Small Business Rate Relief'.

I actually require a list of all properties with an RV of upto £12k whos rateable values qualify for SBRR but are not actually in receipt of it.

Other councils have no problems passing this information to me and this usually comes from your business rates dept (NDR DEPT)

I would be most grateful.

Your request for information has now been considered and the information
requested is attached.

Your request stated you wanted information on properties within Cornwall.
I have assumed that was an error and provided the information for
properties within Milton Keynes. Also, you have asked for properties
eligible for Small Business Rate Relief. We would normally require an
application form to establish eligibility so I have provided all
properties that fall within the eligible rateable values.

Good morning Mr Dee

First let me apologise for the length of time it has taken for me to
respond to your request for an internal review. I have no real excuse
other than pressure of work, but that is not really satisfactory.

You asked the Council to review its decision not to provide you with a
complete list of addresses and rateable values of commercial properties
within Manchester up to a rateable Value of £12,000 whose rateable values
are eligible for, but not currently receiving small business rate relief
(SBRR).

I can confirm that the Council does hold this information in part. The
information we do not hold is whether any property with a rateable value
(RV) less than £12,000 not in receipt of SBRR is actually eligible for
SBRR. This is because we will not be aware that the property in question
is the only property where that business operates.

I have reviewed the Council’s original decision not to disclose this
information to you under the Freedom of Information Act (FoIA) and have
decided to change that decision. Your original request was rejected on the
grounds that the information is in the public domain although you would
have to do some manipulation to get it in the format that you want.
However, ICO guidance states that a public authority will hold information
if it holds the building blocks required to generate it and no complex
judgement is required to produce it.

Please find attached a spreadsheet containing the addresses and RVs of all
commercial properties in Manchester with an RV up to £12,000 that are not
receiving SBRR

Once again, I am very sorry for the length of time that this response has
taken
