I have emailed Mr Sawyer regarding crimes and extreme corruption within your force repeatedly.

I have complained to the Office of the Police and Crime Commissioner that Mr Sawyer has failed to investigate the crime I have reported to him.

The OPCC have written to me to say and I quote.

''After an initial scoping exercise , it does not appear that Chief Constable Shaun Sawyer has had any personal involvement or into the issues you have raised with the police or ever seen a copy of your correspondence''

Can I please ask as an FOI request

(Has MR Sawyer read any of the emails I have sent him)

Can I please have a definitive answer to this question. i.e. yes or no please do not send me an ambiguous response

I am writing to request an internal review of Devon and Cornwall Constabulary's handling of my FOI request 'Shaun Sawyer'.

I am not requesting personal information. I have asked if Mr Sawyer has read any of the emails I have sent him. Therefore this cannot be considered a request for personal information.

I am not requesting any personal information regarding myself.

Mr Sawyer is a paid employee of the state and he is accountable to the public. Therefore you are under an obligation to provide an answer to my FOI request, has Mr Sawyer read any of the emails I have sent him. I will be happy with a yes or no answer to this question I do not require any personal information. Your force is accountable to the public.

No one else could know that I had emailed Mr Sawyer or that I had received a letter addressed to me to my home address from the police and crime commissioner which I quoted from line by line, if you like I can provide you with the reference number from the letter from the OPCC. I could only be G Bourke. Therefore Principles 1 of the Act: Information should be fairly and lawfully processed does not apply as I have proved that I am G Bourke if you would like the dates I sent emails to MR Sawyer do let me know and I will provide these to you. Or if you require any other evidence to prove I am G Bourke I will provide this to you.

I will also send this FOI request from my personal email direct to your FOI inbox and I will attached a copy of my passport, I will not through what do they know website but I will publish your response on this website.

revise the decision relating to your Freedom of Information request

It is the Police Service’s policy to deal with complaints and appeals in a
timely manner. Thus, the target time for responding to appeals and
complaints should be as soon as practicable, and in any case within 20
working days. This email is a confirmation that the response to your
request has been submitted for review and this will be conducted by an
Independent Reviewer, in accordance with the Force’s review procedure.
Every effort will be made to provide a prompt response but this should be
no later than 27/09/17.
