Data Management Officer, North Yorkshire Council

Dear Mr Owen,

Thank you for your Freedom of Information request.

Please see the response to your request below.

1.  Do you currently have any shared services within Social Care with
other/s Local Authorities? If yes, please state with who and what areas
e:g Children’s, Adults etc…

Health and Adult Services - No.

Children and Young People’s Services - Yes, Emergency Duty Team

2.  Please describe your plans with joint working between Social Care and
Health.

Health and Adult Services - North Yorkshire County Council are working
with Health focusing on integration and service delivery. We have senior
Council staff (AD level) sitting on CCG Governing Bodies and we have an
active HWB, Chaired by the Executive Member for Health and Adult Services,
with a CCG Accountable Officer as Vice Chair. District Councils, Health
Watch, CCGs, Trusts, VCS and NHS Area Team are also members.

In support of the HWB we have a County Wide Integrated Commissioning Board
with all CCGs, DPH, Director of Adults and Director of Children’s Services
from NYCC.

There has been much progress to date regarding integration – for example,
we have signed an Integration Agreement between all partners and developed
a number of schemes across the CCGs and NYCC. The Integrated Commissioning
Board has held various workshops to identify key priorities and also to
think about Outcome Based Accountability.

Children and Young People’s Services - There is significant strategic and
operational joint working between health and social care particularly in
relation to looked after children. CSC and health work closely together
across a number of strategic and operational agendas. In terms of the need
to ensure that the health needs of all looked after children are met,
there is an information sharing agreement in place and health and this is
monitored by a strategic meeting around outcomes for looked after children
chaired by the AD (CSC). Alongside this we have joint commissioning
between ourselves and the CCGs around CAMHs provision and this again is
monitored via an Executive Board chaired by the AD (CSC). We are currently
working on the development of a joint strategy around Emotional Wellbeing
and Mental Health which has been developed via health providers, health
commission and CSC.

The Troubled Families agenda is also bringing closer working between
health and Children's services through information sharing agreements both
at a strategic and operational level as well as multi agency panels
(including health) on a district basis to look at resources allocated to
families within our Troubled Families Programme.
