SFA Funding

Response to this request is long overdue. By law, under all circumstances, Central Sussex College should have responded by now (details). You can complain by requesting an internal review.

Dear Central Sussex College,

You will be aware that paragraph 23 of the SFA Funding Rules 2012/12 is newly revised and states that “Where the Agency has made a full contribution to the costs of a Learner’s programme, Providers must not make compulsory charges to employers of Learners for any delivery of the learning activity funded by the Agency.
This includes: administration, registration, assessment, materials or examination costs whether incurred directly by the Provider of charged by other organisations such as awarding organisations. This includes charges for identification passes, uniforms, tools and material where without them, a learner cannot complete and achieve their learning aim."

Please can you provide me with the following information:

1. The estimated cost to the college of implementing these requirements in the year ahead,
2. Copies of any papers, including at Corporation level, pertaining to the implementation of these requirements.
3. Can you make clear whether you are intending to apply these standards to other provision in the college, and specifically whether you intend to implement for EFA funded provision.

You will also be aware of changes to the required Instrument & Articles for the college that give it freedom to adopt new structures and practices.

Please can you provide me with the following information:

1. The number of student members of the corporation at present
2. The existing methodology in use for their appointment/selection/election
3. If there are any plans to change the number, or methodology for their appointment/selection/election

Thank you for your request for information regarding the consequences of
changes to the SFA Funding Rules and about student membership on the
Corporation. Your request was received on 30 July and I am dealing with it
under the terms of the Freedom of Information Act 2000.

 

In some circumstances a fee may be payable and if that is the case, I will
let you know. A fees notice would be issued to you, and you would be
required to pay before we proceed to deal with your request.

Dear Mr Dickinson
 
Further to my e-mail of 30 July, please find the College's response to
your request below:
 
1. The estimated costs of implementing these requirements are circa
£140,000. This is obviously dependant on the number of learners who will
be entitled to full funding.
 
2. The College is obliged to adopt funding guidance issued by the SFA, if
it wishes to claim SFA funding. The Executive are charged in implementing
the guidance for the College.
 
3. The College has adopted this policy for 16-18 year olds.
 
4. The number of student members of the Corporation is two at present
5. The existing methodology in use for their
appointment/selection/election. The two elected Presidents of the Student
Associations (one at the Crawley campus and one at the Haywards Heath
campus) are appointed as the two student Members.
6. If there are any plans to change the number, or methodology for their
appointment/selection/election. Not at present.
