Thank you for your request for information which we processed under the
Environmental Information (Scotland) Regulations 2004 (EIRS) under the
exemption contained in section 39(2) of the Freedom of Information
(Scotland) Act 2002.

Your request for information was for the following:

“Please tell me what is current spare capacity of (i) foul and (ii)
surface water sewerage systems in Houston?" 

 What are the implications for foul sewerage capacity should the proposed
Gladman development of approximately 100 dwelling houses at Crosslee
Road/Barrochan Road go ahead?”

Please find below my responses as sourced from our Development Operations
Team and our Assets Team.

Scottish Water have received no applications as yet, so no formal comments
for this site have been issued, therefore the information is exempt under
s.10 (4a) of EIR on the basis that the requested information is not held
by Scottish Water.  As the exception is conditional we are required to
apply the ‘public interest test’. This means we have, in all the
circumstances of this case, considered if the public interest in
disclosing information outweighs the public interest in applying the
exception.  We have found that, on balance, the public interest lies in
favour of upholding the exception.  While we recognise that there may be
some public interest in information about the impact of the proposed
Gladman developement, clearly we cannot provide information which we do
not hold.

To help provide some information please see the new development process
carried out by Scottish Water and current waste water capacity explained
below that I think you will find helpful.

1. Development Impact on Existing Infrastructure

All new development is assessed on a case by case basis and where required
a formal drainage impact assessment (DIA) is required to be carried out.
This is a two stage process to confirm any detriment to the existing
wastewater network and to thereafter develop mitigating options prior to
development being undertaken. The full details of this process are
outlined in the information booklet “Guide for obtaining new water and

2. Capacity of Existing Drainage Infrastructure

As per point no.1 all new development is assessed on a case by case basis.
In addition to local development DIA assessments, Scottish Water also
carries out Integrated Catchment studies, Strategic Network Impact
assessments and growth studies to confirm strategic asset capacities which
in turn assist with the programming of future investment needs within our
wastewater networks and treatment works. These studies are currently being
undertaken for the Houston area and are anticipated to be completed circa
winter 2019.

Capacity at our wastewater treatment works is also monitored along with
the performance of the works on a continual basis to meet strict
compliance conditions that are set by the Scottish Environment Protection
Agency (SEPA). The indicative current capacity for a works can be checked
