Thank you for your FOI request dated 10 June 2018, in which you asked for
the following information:

 

I am writing to request disclosure of the Agendas and Minutes for the
meetings known as "SEND Reforms Meetings" from the inception of the
meetings to date.

 

Please find attached agendas and minutes, where available, for past
meetings.  I am sorry however due to changes in staffing not all minutes
and agendas are available for the year 2016 and later part of 2017.  The
minutes of the meeting held 20 June 2018 are not yet ratified and will be
available at a later stage.  These documents will shortly be available on
the Local Offer for public access (see web link

I note that quite a few agendas and minutes are missing. Please could you clarify how many are missing by the following method:

Please could you provide a list of the dates for ALL of the meeting's know as SEND Reforms, from their inception to date?

Could you please provide a list of the dates for the meeting's know as SEND Reforms for which no minutes are available, from inception to date?

Could you please provide a list of the dates for the meeting's know as SEND Reforms for which no agendas are available, from inception to date?

Could you please provide the Term's of Reference for the meeting's know as SEND Reforms, and a date indicating when they were written and accepted by those who attend the meeting's known as SEND Reforms?

I am writing to request an internal review of Haringey Borough Council's handling of my FOI request 'SEND Reforms Agendas and Minutes of Meetings'.

Not all of the meeting minutes from inception to date have been published publically, and i do not understand all of the rational for this.

I am unsure of the veracity of the meeting minutes as the meta-data contained within the documents indicated that they had been written sometime after the meetings had taken place - in some cases over two years.

The appropriate officer has written to me directly with an explanation that i would like reviewed.

You submitted two separate request regarding SEND Reforms Agendas and
Minutes of Meetings.

 

·         Your first request was received on 11 June 2018 and logged with
reference number LBH/7487318. The response was sent on 6 July.

·         You then submitted a follow-up request on 10 July 2018
(reference number LBH/7623218) which was responded on 10 August.

 

Can you please confirm that it is the response to your second request
dated 10 August that you wish us to review.

 

Can you also clarify why you are dissatisfied response; what  are your
concerns and the outcome you are seeking.

 

Please note that the Freedom of Information Act gives people the right to
access recorded information. The Act does not give people a right to be
given answers to questions that they would like to put to a local
authority if this would mean creating new information or would involve
giving opinion or judgement that is not already recorded.

Apologise, i did not realise that you treated my follow up questions to the initial FOI as a seperate request.

In which case, i am more than happy to clarify my request. I would like a review of both FOI requests:

This is a question and not a request for recorded information.

 

2. With regard to the second follow up FOI request, the meta data attached
to the meeting minutes sent directly to me gives the impression that some
of the meeting minutes were written sometime after the meetings. In a few
cases over two years after the meetings.  Could you review why this is the
case? As in my mind it has raised questions about the veracity of the
information released.

 

When you create or modify a Word document, your computer stamps an
electronic date on it, however,  this date is not set in stone and can be
changed to any date you wish; for example for filing purposes.

 

There are many reasons why the date created for the document changes.  One
reason for the date changing is that the date and time of the document has
been selected to update automatically. This means that the date modified
changes every time the document is opened to the date that matches the
date on the  computer. Opening and saving a document to a new location
will change the date created/modified. There is no record or a way to
verify what the actual reason for the change of date was.

 

We have provided you with the information that we hold and explained why
some of the information is not held.

 

We have no reason to believe that the information provided to you has been
altered or specifically created two years after the meetings to respond to
your information request. Changing or deleting the information as a result
of receiving a FOI request would be a criminal offence.
