Security for PTW's parking in council owned car parks.

Dear Sir or Madam,

Can the council please give a date when they will be fitting ground anchors or any other type of security which allows a PTW (Powered Two Wheeler) to be made immovable, for all their free parking spaces for PTW's in council owned off street car parks?

I assume this will be done soon to bring the councils parking provisions nearly up to the specification provided by many major European cities.

Sorry to have to have to ask through and FOI request, but you may know Councillor Danny Chalkley refuses to acknowledge or reply to any questions put by the residents of Westminster, so there really is no other way of asking the council a question.
